Help

The major duties of the Instructional Systems Specialist position include, but are not limited to the following:

  • Assists in designing/supporting formal learning opportunities for classroom, online, and hybrid learning environments.
  • Collaborates with higher graded specialists in providing guidance and support for curriculum development including performance objectives, lesson plans, handouts, job/training aids, reference materials, multimedia, assessments, and evaluations.
  • Work with team members to support a full range of analysis, design, development, implementation, and evaluation services with a focus on holistic outcomes.
  • Researches and shares promising/best practices in learning and developmental techniques and technologies for application across curricula.
  • Anticipates and promotes prototype e-learning programs which include student interactions, graphics, multimedia and, if appropriate, incorporation of social media elements with significant advances in training programs using state-of-the-art evaluation methodologies and systems.
  • Leads Learning and Development-wide efforts to evaluate learning events, programs, and resources for compliance with established regulations, policies, and quality assurance guidelines.
  • Design standard procedures, protocols, milestones and timelines for learning content/program accession into the L&D's service wide level programs.
  • Develop and maintain guidance on "certification training" to become an evaluator and create/manager systemized platform to coordinate service-wide evaluation programs to improve L&D products and results service-wide.
Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-06/10/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.

Basic Requirements: You must have a Degree, that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

In addition to the above positive education requirement, in order to qualify for this position at the GS-11 grade level, you must possess the following Minimum Qualifications by the close of this announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: (1) Development of formal or informal courses or course material for classroom, on-line, or blended learning. (2) Experience utilizing a wide variety of instructional concepts, methods, and techniques required to design and develop a variety of difficult and complex courses associated with teaching advanced subject matter areas. (3) Experience in a wide variety of instructional measurement methods and principles sufficient to develop plans or policies for measuring achievement of instructional objectives. (4) Proficiency in using a variety of course development software (Articulate 360 Suite, Adobe Captivate, Adobe Creative Cloud Suite, PowerPoint, Camtasia, Vyond, Unity, etc.). You must include your resume with hours worked per week worked. -OR-

EDUCATION: Successful completion of at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts. -OR-

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

This notice is being issued to recruit eligible college graduates. In accordance with the provisions, an agency may appoint noncompetitively an eligible and qualified individual to a position classified in a professional or administrative occupational category at the general schedule (GS) 11 level (or equivalent) or below, without regard to the provisions of 5 U.S.C. 3309 through 3319 and 3330. OPM has granted agencies the use of § 315.614 Hiring Authority for College Graduates.

An eligible college graduate is defined as an individual who:

(1) Has received a baccalaureate or graduate degree from an institution of higher education as defined in 20 U.S.C. 1001(a); and

(i) Has submitted an application for the position being filled under this authority (using the date on which the application is received by the hiring agency as the date of submission).

(ii) Not later than two years after the date on which the individual received their degree described in paragraph (b)(1) introductory text of this section; or

(iii) in the case of an individual who has completed a period of not less than four years of intervening obligated service in a uniformed service, not later than two years after the date on which the individual was released or discharged from that uniformed service.

Physical Demands: The work is primarily sedentary but may require moderately long periods of standing; possible bending: and lifting and carrying light to moderately heavy objects such as training materials and handbooks. Extended travel throughout the country may be necessary.

Working Conditions: Work is performed in an office, classroom, studio, computer terminal, or remote field location. Travel is required to engage colleagues, partners, and other learning practitioners in the development of distance learning programming, and to stay abreast of industry developments and quality standards.
