Duties

Help

Duties include but are not limited to the following:

  • Design, develop, and administer training programs on investigate techniques, procedures, and practices to meet the accepted professional quality standards for the OIG investigative community, as identified in the OIG "Quality Standards for Investigations".
  • Meet with top level managers and executives within the OIG community to promote and define the overall goals and objectives of the program.
  • Develop alternative training delivery systems as appropriate to meet the needs of the OIG community.
  • Responsible for a staff consisting of criminal investigators serving as instructors detailed to the Academy from various OIGs and support personnel. Ensure, through subordinate staff, the delivery of quality, timely, and cost-effective investigative training to meet the needs of the OIG community.
  • Budget Administration to include planning and execution, cost accounting and conducting annual assessments of the OIG community for the financial support of the Academy.
  • Apply experience and knowledge gained as a Criminal Investigator, Special Agent, in the OIG community or other federal law enforcement agencies to the administration of training programs and study formats for law enforcement officers who are responsible for the investigation, apprehension, or detention of individuals suspected or convicted of offenses against the criminal of the Unites States.
  • Conduct briefings and prepare comprehensive reports to keep top-level managers and executives advised of program plans and progress.
  • Function as a representative to FLETC for agencies which hold membership in CIGIE, but which do not have their own FLETC representation.

  • This position's funding is dependent on Congress; however, you may be expected to report to work during government shutdowns and may not be paid during a furlough
  • New supervisors must successfully complete a 1-year probationary period
  • You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting
  • Overtime may be required
  • This position is eligible for situational-only telework based on agency policy
  • You may be required to work weekends and federal holidays
  • Must possess and maintain a valid state issued driver's license to conduct official government business
  • Position is subject to the Lautenberg Amendment - persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.

Qualifications

Specialized Experience GS-14:

You must possess at least one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Examples of specialized experience include:

  1. Instructing in the areas of arrest procedures, defensive tactics, investigation, apprehension, or detention of individuals suspected or convicted of offenses;
  2. Monitoring the progress of students;
  3. Conducting remedial instruction courses for students with training deficiencies;
  4. Developing and revising program and course materials; and
  5. Assisting in research on emerging technology, practices and techniques.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

You must meet experience required to be eligible for this position. You may not substitute education for experience.

Additional information

Background Investigation: To ensure the accomplishment of our mission, CIGIE requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for suitability as a condition of placement into this position. This will include a credit check after a tentative job offer is given, a review of financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Continued employment is contingent upon favorable adjudication of periodic reinvestigations.

Note: Secondary Administrative Law Enforcement Officer retirement coverage is being offered for this position.

Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must:- Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988.

Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must:- Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND - Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause).

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
