This position is the Wildlife Biologist at Theodore Roosevelt National Park, reporting to the Director of Resource Management and Science. The incumbent is responsible for planning and execution of resource management programs that include wildlife management (focused on bison, elk, and feral horses), fire fuels and suppression activities, air quality monitoring, and designated wilderness stewardship. The incumbent will work closely with the Director of Resource Management and Science on park planning, NEPA, ESA, and other compliance, and partnerships. Responsibilities will also include direct supervision, leadership, and mentoring for up to six seasonal natural resource employees and coordination of activities for one to three student interns and up to 50 other volunteers. In addition to a full range of resource management responsibilities, the incumbent will foster effective working relationships among federal, tribal, and state agencies. The position also serves as Acting Director of Resource Management and Science and works closely with other park branches and the management team to complete short and long range planning. Firearms proficiency, chemical immobilization experience, and radio-telemetry skills are required.

Duties will be developmental in nature when filled below the full performance level.

  • Position is subject to drug testing based on the collateral duty requiring firearms in the back-country or other locations for non-law enforcement reasons such as protection from animals.
  • Required to operate a government (or private) motor vehicle as part of your official duties. Prior to first official motor vehicle operation, and every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will submit a photocopy of your valid State issued driver's license prior to first official motor vehicle operation, and every year, or more frequently if management determines such need exists. May be required to submit (within a State sealed envelope or submitted directly by the State authorities), at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • Required to wear a uniform and comply with National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement-06/06/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

SELECTIVE FACTOR: Be legally able to possess firearms and have extensive professional experience in safe care, handling, and use of firearms and ammunition. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.
QUALITY RANKING FACTOR: Required to use centerfire firearms (shotgun or rifle) for destruction or harvest of >50 large (>100 pounds in mass) mammal species.

INDIVIDIAUL OCCUPATION REQUIREMENT (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
EDUCATION: successfully completed at least a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological science, that included:

  • At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and
  • At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and
  • At least 9 semester hours in botany or the related plant sciences.
OR
COMBINATION: of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, PLUS appropriate experience or additional education.

To qualify for this position at the GS-7 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
For GS-7
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-5 grade level in the Federal service (obtained in either the public or private sectors). Experience includes: collecting field data and drafting work plans in support of development of actions contributing to the management of natural and cultural resources in a park or similar organization; as assigned, assists in implementation of scientific monitoring protocols to identify, evaluate, and monitor resources in a park or similar organization. You must include hours per week worked.

EDUCATION: Successful completion of at least one year of graduate level study in biological sciences directly related fields that clearly provides the background of knowledge and skills necessary for successful job performance in the position. You must include transcripts.

Successful completion of a combination of education and experience as described above. To qualify for this position at the GS-9 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). This experience includes: supervised development of programs for the management of natural and cultural resources in a park or similar organization; designing and developing scientific monitoring protocols to identify, evaluate, and monitor resources; leading project teams in execution of programmatic activities; preparation of scientific management reports; participation in preparation of environmental compliance documents; collaboration with education staff to incorporate new information into education programs, in a park or similar organization.

EDUCATION: Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in biology, or directly related fields to do the work of this position and demonstrates possession of the knowledge, skills, and abilities required for this position. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes: Independent development of programs for the management of natural and cultural resources in a park or similar organization; designing and developing scientific monitoring protocols to identify, evaluate, and monitor resources; supervision of project teams in execution of programmatic activities; preparation of scientific management reports; preparation of Environmental Assessments and other NEPA tools; conducting scientifically credible protection, mitigation, and restoration projects, based on field study, inventory, and monitoring, in a park or similar organization.

EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in biological science, related to the work of this position. You must include transcripts.

Superior Academic Achievement (SAA): Successful completion a Bachelor's degree from an accredited college or university with major study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resource, which provided the knowledge and skills necessary for successful job performance to do the work of this position, and meet one of the following requirements for SAA at the undergraduate level: 1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.P.A.) 3.0 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. (Note: A copy of your transcript is required as documented proof of your GPA, class standing, or election to honor society membership.)

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests.
