WHAT YOU'LL BE DOING DAY TO DAY

As a Policy Analyst, you will use your knowledge of and experience with the Office of the National Coordinator for Health Information Technology to optimize business results and customer experience by:

At the full performance level duties include but are not limited to:

Analyzing and evaluating existing policy and legislation, and monitoring the effect these policies have on health IT adoption, electronic health information exchange, and interoperability.

Providing leadership and advice to collaborative workgroups addressing Federal, State, and private sector initiatives related to health IT issues.

Providing project planning, management, oversight and coordination for policy initiatives under the direction of the Office of Policy (OPOL) Director, including the development and maintenance of project management plans.

Representing OPOL on policy matters in meetings and other venues involving ONC, DHHS, and other agencies of government and the private sector.

WHAT WE ARE LOOKING FOR

Minimum Qualifications:

For GS-09:


A. Must have at least one year of specialized experience, equivalent to the GS-07 grade level in the Federal serving in a developmental capacity compiling information to assist with developing program guidelines, plans and strategies; providing administrative and technical support for public health program operations; researching health care related program regulations, executive directives or operations; and conducting research, analysis, evaluation, and coordination of assigned activities related to health policy.

OR

B. Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree from an accredited college and/or university or LL.B. or J.D., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

OR

C. Have a combination of experience as described in "A" above and education as described in "B" above.

For GS-11:

A. Must have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service, analyzing the impact of health legislation, regulations, or executive directives on health programs or operations; developing components of health program operational plans, proposals or grants; and conducting research, analysis, evaluation, and coordination of assigned activities related to health policy.

OR

B. Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited college and/or university or LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

OR

C. Have a combination of experience as described in "A" above and education as described in "B" above.

FOR GS-12:

Must have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service performing at least two (2) of the following: 1) Assisting with analysis and evaluation of policy. 2) Assisting with the development of policy recommendations. 3) Participating in policy planning and/or communication activities such as managing a project plan and coordinating or communicating either in writing or orally to colleagues, supervisors, and/or policy officials.

For GS-13:

Must have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service performing at least three (3) of the following: 1. Developing policy options. 2) Performing policy analysis of legislation. 3) Preparing written materials such as presentations, speeches and reports. 4) Providing advice to collaborative workgroups addressing initiatives related to health issues.
