Duties

Help

The data manager supports inventory and monitoring (I&M) at the refuge, landscape, regional and national scale to inform and evaluate the effectiveness of strategies to support adaptation to major environmental stressors. The incumbent will work with National and Regional NWRS staff as well as other Service staff, Federal and non-Federal agencies, universities, and other institutions to facilitate partnerships, collaboration, information sharing, and economies of scale in natural resource management. The activities of this position include the application of spatial and non-spatial data management technologies to support a robust system of environmental (e.g., species, habitat), physical (e.g., geology, hydrology), and administrative (e.g., ownership, zoning, reserves) information in order to complete complex scientific analyses in support of inventory and monitoring efforts. The incumbent will work with staff to design, develop, coordinate, and administer data management processes developed for use by refuges. The position applies knowledge of data development, scripting, data management, off the shelf database applications, geographic information systems (GIS), and national I&M guidelines and directives, to plan, develop, and support applications and systems to meet I&M National and Regional goals and objectives. This position will provide technical and professional assistance on best practices for collecting, storing, managing, maintaining, and analyzing I&M information. Activities will include: project design, planning and implementation; development and documentation of data standards; analysis; research and application of spatial and non-spatial information management methods and techniques.

As a General Biologist (Data Manager) your duties will include but are not limited to the following:

  • Facilitates the planning, coordination, development, and integration of complex database models and information systems used by FWS staff within various programs.
  • Provides expert advice, coordination, training and technical assistance to the regional and headquarters staff regarding the integration and analysis of biotic and abiotic datasets.
  • Develops and maintains user guides for database modules developed and maintained by the Service.
  • Develops innovative solutions to improve workflows related to data acquisition, development and documentation.
  • Develops project schedules that specify milestones and due dates for each product deliverable.
  • Plans, recommends, and implements information management project and budget requirements that support staff, cooperators, projects, information systems, and technical infrastructure.
  • Conducts regular status meetings with project stakeholders, keeping the stakeholder's needs and requirements continuously in view and proactively communicate issues & risks to senior FWS staff.
  • Develops, authors, budgets, recommends, reviews, and oversees proposals and task orders to support data management projects.
  • Initiates, leads, and participates in group efforts involving data managers from regions, program offices, and other agencies to identify geospatial and data management needs and priorities and coordinate activities; evaluates data structures and information systems used by other FWS programs and their applicability to the information management requirements.
  • Formulates, recommends, implements, and distributes data management guidelines and protocols relating to the documentation, dissemination, archiving, and security of datasets collected through data management initiatives.
  • Provides technical training and guidance regarding Database Modules and the interpretation and implementation of technical policy directives to support data management initiatives. Provides technical data management advice to the staff in headquarters and Regional Offices.
  • Coordinates via electronic means and personal interaction with representatives of federal, state, and local agencies, private conservation groups, educational institutions, and individuals involved in natural resource data management in order to acquire, develop, and share data and expertise relevant to the Science Applications and Service missions.
  • Collects, analyzes, synthesizes, and disseminates information relating to how the program currently uses spatial and non-spatial data and how it can be used more effectively in the future.


Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-12. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
A. I have successfully completed all requirements for a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to fish and wildlife biology.

B. I have an appropriate combination of education and experience. Education must include successful completion of course work equivalent to a major (at least 24 semesters or school equivalent) in an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to fish and wildlife biology; PLUS experience directly related to the position being filled and/or additional related education. The quality of the combination of education and experience must demonstrate that the applicant possesses the particular knowledge, skills, and abilities required to perform the work of the position to be filled and equal 100% of the requirement when combined. NOTE: Your resume must contain sufficient information performing this level of duties to meet Basic Requirement.

Minimum Qualification [GS-11]
A. I have at least one (1) year of specialized equivalent to the GS-09 level in the federal service. Examples of experience may include the following: 1) Conducting natural resource field data collection; 2) Contributing and documenting project metadata, data management plans and procedures; 3) Maintaining tabular and spatial data structures for data storage; 4) Manipulating data to evaluate and standardize data sets.

B. I have completed 3 years of progressively higher level graduate level education leading to a Ph.D. or I have a Ph.D. or equivalent doctoral degree with major study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

C. I possess a combination of qualifying specialized experience and qualifying graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only education beyond the second graduate year (36 semesters) is creditable using this method.

Minimum Qualification [GS-12]
A. I have at least one (1) year of specialized equivalent to the GS-11 level in the federal service. Examples of experience may include the following: 1) Designing or developing complex (spatial and non-spatial) GIS applications, datasets, and/or standards used in wildlife management activities at regional or national levels; 2) Developing data management plans and procedures; 3) Contributing to the design and development of GIS tools tailored to natural resource management; 4) Compiling and Manipulating data for analysis, using various platforms; 5) Participating on a regional or national team to increase the use and contribution of data in resource management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
