This position serves at the University of Missouri at Columbia as the Cooperative Ecosystems Study Unit (CESU) Research Coordinator with the Natural Resource Stewardship and Science Division within the Midwest Region. The incumbent is responsible for overall CESU program management and operational responsibilities assigned by the Natural Resources Associate Regional Director and coordinating with the University, non-governmental agencies, Superintendents, and Park Managers, for the natural, social, and cultural resource needs of the Region. The Great Rivers Cooperative Ecosystem Studies Unit partners with federal agencies and universities in an effort to better understand and adaptively manage ecological, biophysical, cultural, economic and social resources and issues in parks, especially those pertaining to large river ecosystems. The incumbents major duties include development of research, educational and technical assistance programs based on interdisciplinary, multi-scale, systems-oriented approaches that engage affected communities and stakeholders to directly benefit parks and park management decisions.

The Research Coordinator assists in the identification of research needs in NPS units, secures funding and other resources to support and expand the program, directs administrative activities, and facilitates resource management activities in cooperation with superintendents and regional resource specialists. Works with superintendents, park resource managers and regional resource specialists to facilitate the development of park research priorities and programs. Serves as the NPS representative in setting overall CESU research priorities. The Research Coordinator solicits reviews and assists parks in writing research proposals, seeks cooperative researchers, monitors contracts, review research scientists' work plans, monitors their progress and evaluates their performance. Serves as a science advisor as well as resource and research link to other science advisors throughout Interior Regions 3, 4 and 5.

Qualifications

All qualifications must be met by the closing date of this announcement-04/13/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.

To qualify for this position at the GS-13 and GS-14 grade level, you must possess one of the following basic requirements for the following Series 0482 or 1301 by close of the announcement:

Fishery Biologist Series 0482:
A.
Must possess a Degree: major in biological science that included: At least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and At least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.)
B. Combination of education and experience: courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education. YOU MUST SUBMIT A COPY OF YOUR COLLEGE TRANSCRIPTS

Physical Scientist Series 1301:
A. Must possess a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. YOU MUST SUBMIT A COPY OF YOUR COLLEGE TRANSCRIPTS

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: I posses at least one full year of specialized experience equivalent to at least the GS-12 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is: 1) basic experience applying human dimensions principles and techniques as used in areas such as human-wildlife conflict, aquatic invasive species management, riparian hydrology, public involvement, visitor behavior change, cultural and historical resource preservation and strategic communications or analysis and interpretation of human dimensions techniques or scientific principles to either natural, physical, cultural or social resources projects, programs or management planning and decision-making; and 2) Assisting in development and maintenance of external partnerships relative to natural, social or cultural resource management and/or science geared to protection of natural or cultural resources on park lands. You must include hours per week worked.

To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement:

Specialized experience is: 1) specific experience in human dimensions principles and techniques as used in areas such as human-wildlife conflict, aquatic invasive species management, riparian hydrology, public involvement, visitor behavior change, cultural and historic resources preservation and strategic communications; or direct implementation and analysis of human dimensions techniques or scientific principles to either natural, physical, cultural or social resources projects, programs or management planning and decision-making; and 2) Significant leadership role in the development and maintenance of external partnerships relative to natural, social or cultural resource management and/or science geared to protection of natural or cultural resources on park lands. You must include hours per week worked.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: The work involves the usual demands of the office setting as well as extended travel and occasional long work periods to meet deadlines. In addition, field trips under a variety of field and climatic conditions may occur.
Working Conditions: Most of the work involves typical indoor office activity as well as the ability to travel. Field examinations of field study areas and resource problem areas in a wide variety of habitats with varying climate and terrain may occur.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
