Duties

Help

This position is located within the Council of the Inspectors General on Integrity and Efficiency (CIGIE), Training Institute, Audit, Inspection & Evaluation Academy (Academy) serving as the Academy's Director.

The incumbent's four major responsibilities are: 1) managing, developing, administering and delivering all CIGIE-sponsored AI&E professional training; 2) developing and coordinating on cross-OIG professional and technical training; 3) assisting the other Academy Training Administrators with technical and professional training within their academies; and 4) advising CIGIE's Training Institute Executive Director, and the CIGIE AI&E Committee Chairs on planning, education and training policy, and performance support operations within the AI&E Academy. Additionally, identifies and hires qualified individuals, volunteers, and contractors to serve as program managers and instructors, evaluates performance, and reviews lesson plans prepared by these personnel to ensure compliance with professional standards and technical and educational objectives of the Academy. The employee serves as the Academy Training Administrator. The incumbent establishes, oversees, and implements the Academy training program to meet the learning objectives and needs of Federal OIG communities. Develops core curricula for audit, inspections and evaluations employees throughout the OIG community and devises the overall strategy for meeting their professional development needs. Plans, develops, and implements periodic needs assessments from various inputs (e.g., survey of the OIG community, course evaluations, new legal and regulatory requirements, etc.) and performs cost-benefit analyses of training options based on budget constraints. Also, exercises discretionary authority to approve the allocation and distribution of funds in the AI&E Academy's budget, including developing and overseeing the processing and payment of outside training requests in support of the Academy. Designs, develops, produces, and evaluates educational courses for the Academy. Develops and continually evaluates training profile matrices for the community's AI&E positions, reflecting the training/development that is required, recommended, or desirable.

Duties include but are not limited to the following:

    • Creating and overseeing the delivery of an annual schedule of AI&E courses and related professional development initiatives;
    • Identifying OIG workforce learning and professional development requirements in the areas of audit, inspection, and evaluation; designing, developing and implementing learning solutions responsive to those requirements;
    • Managing, developing, administering and delivering all CIGIE sponsored AI&E professional training;
    • Collaborating with applicable CIGIE committees, sub-committees and working groups to develop and coordinate the implementation of community-wide learning and professional development initiatives;
    • Assisting the other Academy Training Directors with technical and professional training delivered by their academies;
    • Advising the CIGIE Executive Director (TI) and the applicable CIGIE Committee Chairs on planning, education and training policy and performance support operations with the AI&E Academy.

MINIMUM QUALIFICATIONS:

To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

Specialized Experience: to qualify you must have at least one (1) year of specialized work experience equivalent to the GS-14 grade level in the Federal service (obtained either in the private or public sectors) performing the following types of duties:

  1. Managing, developing, administering, coordinating and delivering professional and technical training;
  2. Creating relationships with stakeholders and customer outreach on new training programs;
  3. Collaborating with colleagues to propose and implement techniques, methods, and guidance to increase training efficiency;
  4. Developing and evaluating analytical methods to identify and assess training needs and to improve course offerings; and
  5. Observing training to provide feedback to new instructors to strengthen course presentations

You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Background Investigation: To ensure the accomplishment of our mission, CIGIE requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for suitability as a condition of placement into this position. Physical Demands: The position is primarily sedentary, although some slight physical effort may be required.
