The Office of Energy Efficiency and Renewable Energy of the U.S. Department of Energy is looking for a dynamic, innovative, and seasoned executive to lead efforts of the Joint Office of Energy and Transportation ("Joint Office"). The Joint Office is a collaborative organization supported by the Department of Transportation and the Department of Energy and is funded ( $300M) under the Bipartisan Infrastructure Law (BIL).

Duties

Help

As the Executive Director Joint Office of Energy and Transportation you will:

  • Establish the forward-leaning vision, set priorities, and develop strategies for the Office's technical and equity assistance developing the EV charging network.
  • Lead the execution of Joint Office activities with public and private-sector partners and national laboratories to achieve national Administration energy, environment, and economic goals by supporting the transition to, and investments in, electrification including, light duty vehicles, medium-heavy duty vehicles, transit and school buses.
  • Establish and communicate Joint Office technical, stakeholder and investment strategies to address technical and market challenges, identify opportunities for high-impact innovation to bring new technologies and solutions to the U.S. transportation market.
  • Develop, defend, and administer annual program budget requests to DOE and DOT leadership, the Office of Management and Budget and briefings to House and Senate appropriations committees.
  • Review, manage, and make recommendations on the EV charging proposals for the National Electric Vehicle Infrastructure Formula and Grant Programs as executed by the Federal Highway Administration.
  • Manage the distribution and utilization of approved funds and provide interpretive guidance to organizations performing Joint Office activities.
  • Oversee the execution of Joint Office funding opportunity announcements and serve as the selection official to competitively select the most meritorious and innovative proposals or cost-shared awards.
  • Direct Joint Office activities performed by DOE/DOT national laboratories, field offices, contractors, industry, including through critical peer review and feedback regarding technical and managerial objectives.
  • Formulate and integrate the engineering, technical and operating requirements necessary to structure and implement effective Joint Office programs.
  • Provide leadership and represent the DOE and DOT in strategic public-private partnerships, including EV Working Group as established by BIL, to establish a dialogue on technical concepts and market barriers, and develop and implement collaborative activities to achieve common goals and technical targets.
  • Build relationships and establish programs and public-private partnerships to increase the speed of transitioning to EVs and deploying the supporting infrastructure.
  • Direct Joint Office analysis activities to inform and support program planning and policy development efforts within the Joint Office and across DOT and DOE, and other federal, state, and local government agencies.
  • Lead the development of responses to queries from DOE and DOT senior management, the White House, the Government Accountability Office, and Congressional committees and subcommittees about vehicle technologies and trends in the U.S. light-, medium and heavy-duty vehicle markets.
  • Serve as a U.S. representative and key interlocutor in select international forums for matters related to EV infrastructure investments and deployments, including government-to-government dialogues on cooperative research, exchanges of technical information, conferences, and workshops.
  • Develop and maintain close and constructive working relationships with decision makers in the U.S. transportation industry to keep abreast of their accomplishments, capabilities, trends and needs.
  • Periodically review established policies and program content, goals, and objectives for the purpose of assessing projects and program progress and their expected benefits, in order to assure the most effective use of financial and manpower resources by redirection, curtailment, and enhancement of program efforts.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

CITIZENSHIP: You must be a U.S. Citizen or National.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

Resume-Based Resume: Applicants must show possession of the ECQs and any technical qualifications via resume. Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.

MTQ 1: Expert knowledge in electric vehicle charging technologies, with direct experience in providing innovative leadership in public or private sector or research organizations or administration; as well as professional or technical society leadership in deployment or research programs, topics or disciplines. (Technologies include electric vehicle charging technologies, electric vehicle and charging market, deployment and technical assistance of EV charging, etc.)

MTQ 2: Expert knowledge of principles related to advanced transportation and energy policies, regulations, and market characteristics, as well as demonstration and deployment related to electric vehicle and charging technologies, with experience in a minimum of 2 or more of the following areas: electric vehicle charging technologies, electric vehicle and charging market, deployment and technical assistance of EV charging, state and local community engagement, etc.

MTQ 3: Expert knowledge in developing strategies for decarbonization of the Transportation sector, including significant experience working with states and local government and automotive or truck industry.

COVID-19 VACCINATION: Executive Order (EO) 14043 requires Federal employees to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

Veteran's Preference does not apply to the Senior Executive service (SES).

Once a candidate has been identified for selection, reference checks may be completed. The Department's appointing official(s) will make a final approval of the selection, and in competitive cases, OPM's Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM approval is required for the ECQs, the candidate is required to assist in the development of the QRB template for submission to the QRB. Verification of performance, suitability and security information from reference checks will be taken into consideration when making offers of employment.
