Summary

As a Personnel Security Specialist, the responsibilities of this position will include:
Making analytical decisions and determinations on whether security clearances should be granted, suspended, revoked, or denied and advising the applicable office and/or manager accordingly.
Advising on procedures to follow for adverse security determinations.
Processing requirements for employee and contractor Personal Identity Verification (PIV) cards.
Maintaining open communication with the Department's Security Office regarding personnel security matters
Inputting and updating information into the required enterprise record systems related to personnel security.
Developing policies, procedures, and methods for implementation and administration of the security program including local operational security measures to reduce internal/external threats to the Division's mission as required by applicable regulations.
Leading comprehensive reviews and analysis of the Division's personnel security cases and investigation reports for compliance with existing Department and Division policies and procedures.
Advising Executive Office leadership of security deficiencies that would affect the security posture of Division personnel.
Reviewing draft Department of Justice directives and regulations, and developing supplements on security vetting procedures, personnel security, and Insider Threat.
Planning and conducting special investigations for complex and extremely sensitive and critical national security issues requiring resolution or prosecution.
Conducting administrative inquiry investigations to resolve sensitive allegations of misconduct, or incidents that impact the proper protection and safety of people, property, and/or information.
Managing the security clearance adjudication program for the Division's contractors, expert consultants, and others.
Ensuring employees having access to classified national security information, including Sensitive Compartmented Information (SCI), have the necessary access authorizations, and that such authorizations are processed timely.

Qualifications
To qualify for the GS-11, applicants must have one of the following:
One (1) year specialized experience at, or equivalent to, the GS-09 federal grade level; Examples of specialized experience include: providing technical advice and guidance to employees, contractors, and/or volunteers regarding pre-employment security processing; reviewing security packages for accuracy and completeness; and reviewing reports of investigation and making appropriate recommendations.
PhD or equivalent doctoral degree or two (2) full years of progressively higher level graduate education leading to such a degree.
Combination of specialized experience and education.
To qualify for the GS-12, applicants must have one (1) year specialized experience at, or equivalent to, the GS-11 federal grade level; Examples of specialized experience include:
reviewing requests for security investigations and reinvestigations;
providing technical advice and guidance to employees, contractors, and/or volunteers regarding security package submission;
reviewing reports of investigation and making appropriate recommendations; and
advising management officials of unique processing requirements or concerns and how they should be addressed.
Combination of Education and Experience - Your current education completed is credited as a percentage of the education required for the grade level and your current experience is credited as a percentage of the total experience required for the grade level.
