Duties

Help

The Regional Director, Southeast Region provides leadership to multiple diverse units of the National Park System in nine Southeastern states, Puerto Rico, and the Virgin Islands with nationally recognized coastal and marine resources. The selectee will be responsible for the following:

  • Managing programs associated with interpretation, use, development, protection, maintenance and environmental quality.
  • Managing programs involving the maintenance of standards in regard to engineering, architecture, landscape architecture, history, archeology, forestry and natural and cultural resources.
  • Managing a broad spectrum of partnership programs.
  • Ensuring best practices in business management to protect park resources and provide visitor and community services.
  • Directing, identifying, and correcting visitor and job safety.
  • Directing park operations related to administration, including human resource management and equal opportunity; and
  • Providing leadership in NPS civic initiatives, promoting public involvement and dialogue in key planning, interpretation, education and preservation issues.

  • Selections are subject to Department approval. Initial appointments to the SES must have ECQs certified by an Office of Personnel Management (OPM) Qualifications Review Board prior to appointment and will be required to serve a one-year probationary period.
  • Agencies must request OPM approval to appoint the current or former (within five-years) Executive Branch political appointees to permanent competitive service, non-political excepted service, or career SES position. Qualifications

The Regional Director, Southeast Region provides leadership with responsibility to oversee more than 66 sites, ranging from community parks that serve as neighborhood gathering places to national monuments and national seashore parks that attract visitors from around the world. The Southeast Region serves more than 60 million visitors annually and encompasses parkland and open space with thousands of historic structures and archeological sites, hundreds of miles of trails, bike paths, riverfront, scenic parkways, and national seashores in nine states, Puerto Rico, and the Virgin Islands. We are looking for an individual with a proven track record of working with executive teams, who possess strong communication and interpersonal skills, has an understanding of and experience in cultural and natural resources, has successfully managed the preservation of a park in a large, geographically dispersed organization, and has attracted and retained a highly skilled and diverse workforce.

To be considered for this position, applicants must address each of the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) listed below. Your narrative submittals should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.

If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program (SES CDP) approved by OPM, you only need to submit a narrative statement covering each of the Technical Qualifications listed below. SES CDP graduates must submit a copy their CDP program certification with their package.

Technical Qualifications:
1. Ability to manage complex programs that typically extend and apply to an entire organization or major components of an organization. This includes strategic planning, policy and standards development, project management, public land management, human resources management, diversity recruitment, natural/cultural resource management, conservation and recreation, architecture, budget and infrastructure planning and management.

2. Knowledge of budget-related issues that affect a major organization, such as a Federal government agency.

--A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another Federal agency and who does not meet the conditions under 5 CFR §575.102 are not eligible for a recruitment incentive.
--A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS), to a different location at least 50 miles away from the one where his/her position of record is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

--Individuals selected for an SES position are subject to reassignment.
--The Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 2 position. The minimum pay is $170,739. Pay is set based on consideration of the selectee's current salary and other factors.
