Summary

Energy Efficiency & Renewable Energy is looking for a dynamic, innovative, seasoned executive to help lead the Vehicle Technologies Office, a $400M applied R&D organization. You will develop strategies for research, development, demonstration, and deployment (RD3) programs; and lead execution of programs with public, private-sector and national labs to achieve cost-effective national energy, environment and economic goals through clean, efficient, sustainable transportation solutions.

Duties

Help

As the Deputy Director Vehicle Technologies Office you will:

  • Serve as the full Deputy and first assistant to the Director, VTO.
  • Directly support the VTO Office Director to manage and direct the development, implementation and evaluation of national VTO technology planning, research and development, demonstration and regulatory strategies.
  • Direct the formulation and integration of the scientific, engineering and technical requirements necessary to structure effective vehicle technologies RDD&D programs.
  • Formulate and integrate the scientific, engineering and technical requirements necessary to structure an effective office and manage the implementation of activities that satisfy these needs.
  • Oversee the deployment of technologies and the necessary fueling infrastructure that enable cars and trucks to become highly efficient; through improved power technologies and cleaner domestic fuels, and to be cost and performance competitive.
  • Provide vehicle technologies, scientific, engineering, technical, and programmatic considerations for analysis and support of planning and policy development, and provide policy and analytical support to the senior management.
  • Provide leadership, coordination, and policy guidance for all offices and agencies involved in DOE-led government/industry RD&D partnerships (e.g. U.S. DRIVE, 21st Century Truck, etc.).
  • Manage the transfer of new technology to the transportation end-use sector via partnerships to which all patties contribute to the cycle of strategic input, technical concepts, funding for and participation in research and development projects, review, oversight, and feedback.
  • Manage the VTO research performed by DOE Field offices, National Laboratories, universities, industry and other DOE offices including critical peer review and feedback regarding technical and managerial objectives.
  • Manage the development and implementation of multi-year program plans and annual operating plans and manage the application of assigned resources to effectively achieve planned objectives.
  • Develop annual program budget requirements, manage the utilization and distribution of approved funds, and provide interpretive guidance to research performing organizations.
  • Assist in the development of responses to queries from DOE senior management, the White House, OMB, GAO, and Congressional committees and subcommittees about assigned technologies.
  • Support the Director in serving as a focus for U.S. participation in matters related to the international transportation technologies community, and the transportation technologies aspects of the international energy efficiency and renewable energy community, including cooperative research and development, exchanges of technical information, conferences, workshops, and summit meetings.
  • Support the Director in maintaining close contact and sensitivity to the technology base and decision-makers of U.S. transportation industry to keep abreast of accomplishments, capabilities, trends and needs, and be the focal point for governmental cognizance of the state of the U.S. industrial base with respect to vehicle technologies.
  • Manage and supervise VTO staff. Build and promote a work-culture that is inclusive, collaborative, and maximizes the talent of VTO members.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

CITIZENSHIP: You must be a U.S. Citizen or National.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

SECURITY CLEARANCE: While a security clearance is not a requirement for job entry, future projects will require a clearance. At that point, a clearance will be a condition of continued appointment for the position and you must be able to obtain and maintain a DOE Q-level security clearance

DRUG TESTING: While not an initial requirement for job entry, once future projects require a clearance, drug testing will be required as a condition of continued employment in this position. You will be subject to random drug testing while employed.

Qualifications

FEDERAL REQUIRMENT FOR COVID-19 VACCINATION:
As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. If you are selected for this position, you will be required to be vaccinated against COVID-19 by November 22, 2021, or prior to onboarding, if hired after November 22, unless you request a legally required exception from this requirement.

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. MTQ 1: Expert knowledge in advanced vehicle technologies, with direct experience in providing innovative leadership in public or private sector or research organizations or administration, professional and technical society leadership in research programs, topics or disciplines. (Technologies include advanced batteries and electric drive systems, vehicle systems, advanced combustion engine technologies, materials technology, fuel and lubricant technologies, connected and autonomous vehicles, and advanced vehicle and fueling/charging infrastructure demonstration and deployment, etc.)

MTQ 2: Expert knowledge of science and principles related to advanced transportation policies, regulations and market characteristics, as well as research, development and deployment related to advanced, on-road vehicle technologies, with experience in at least one of the following areas: advanced batteries and electric drive systems, vehicle systems, advanced engine technologies, materials technology, fuel technologies, connected and autonomous vehicles, and advanced vehicle and fueling/charging infrastructure demonstration and deployment, etc.

MTQ 3: Expert knowledge in developing strategies for decarbonization of the Transportation sector, including significant experience working with the automotive or truck industry or with other Transportation Organizations

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

Veteran's Preference does not apply to the Senior Executive service (SES).

Once a candidate has been identified for selection, reference checks may be completed. The Department's appointing official(s) will make a final approval of the selection, and in competitive cases, OPM's Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM approval is required for the ECQs, the candidate is required to assist in the development of the QRB template for submission to the QRB. Verification of performance, suitability and security information from reference checks will be taken into consideration when making offers of employment.
