Duties include but are not limited to the following:

  • Examine Trust and Federal financial reports for proper presentation, completeness, and identifies any accounting discrepancies
  • Analyze and interpret monthly financial reports
  • Propose, develop, and implement changes to the accounting and reporting system
  • Compute and manipulate financial data into a format useful for external tax return
  • Provide accounting information and guidance to all levels of Wilson Center staff regarding accounting policies, procedures, transactions and status of transactions
  • Prepare journal entries and approve journal entries prepared by other Financial Management Office accountants and technicians
  • Oversee the formulation, justification, and execution of annual budget proposals, and the OMB budget data requests
  • Perform accounting system maintenance and analysis to ensure the integrity of financial data
  • Develop accounting system operations and accounting procedures to achieve compliance with generally accepted accounting principles, IRS requirements, Office of Management and Budget (OMB) requirements and reporting, legislative actions, Government Accounting Office, and meet the needs of management, auditors, contributors, programs, and offices
  • Review and analyze existing accounting systems and practices and recommends requirements for new system design or modifications/integration to existing systems/processes
  • Develop, write, publish, and coordinate implementation of accounting policies, procedures and provides guidance on their impact on the organization's financial process
  • Manage audit recommendations and/or findings to reduce or eliminate repeat issues in subsequent years as practical

Qualifications

In order to qualify, you must meet the Selective Placement Factor, (SPF), the Basic Requirement and experience requirements described below. Your resume must clearly describe your relevant experience. Selective Placement Factor:You must have documented experience with Trust, grant/contract funding as well as private funding; working with non-appropriated funds in accordance with not-for-profit accounting standards; Examining Trust financial reports for proper presentation, completeness, and identifying any accounting discrepancies; Performing Trust accounting matters including internal controls, processes, and financial reporting; assisting in preparation of draft audited financial statements and schedules including notes to the financial statements for Trust.Basic Requirement:You must have a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor." SUBMIT TRANSCRIPTS/CPA/Evidence of QualificationsORYou have a combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • 1) twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
  • 3) completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:Specialized Experience: You must possess at least one year of specialized experience, equivalent to the GS-12 level in the Federal service, (obtained in either the public or private sectors). For this position, examples of specialized experience must include activities such as overseeing or conducting financial reporting responsibilities in accordance with reporting federal accounting requirements, standards, policies and procedures; applying project management, to ensure timely submission of financial reporting deliverables in accordance with monthly, quarterly, and annual deadlines; identifying gaps in financial and system processes that directly impact the financial assertions and reliability of financial data; assisting in the development and implementation of policy guidance; Utilizing automated financial and accounting systems, such as Oracle Financials, to initiate recording of accounting transactions; performing account reconciliations, resolving discrepancies, and conduct complex financial analysis; communicating and presenting work product to management by articulating issues and resolutions.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade if you are a current permanent Federal employee. No award SF-50 will be accepted).
