Summary

This position is located in BLM Oregon State Office, Office of Fire and Aviation Management in Portland Oregon.

The incumbent is responsible for all phases of the statewide aviation program including operations, management, administration, safety, training, and program evaluation. The incumbent provides advice and guidance to managers, supervisors, project leaders and their staffs, to ensure aviation safety and cost- effectiveness in meeting a variety of Bureau missions and objectives.

Duties

Help

The majority of the employee's duties are directed toward supporting aerial fire suppression and fire use activities. Prior experience and training in wildland firefighting and the use of aircraft in fire suppression is required to carry out the duties and responsibilities of this position.

This position may have supervisory responsibility. The level of aviation management staffing at the State Office level depends on the magnitude and complexity of aviation operations conducted within any given state. The incumbent is responsible for actively supporting and implementing the Equal Opportunity Program as specified in bureau guidance and affirmative action plans. Major Duties include but not limited to: Aviation Program Management, Aviation Safety and Accident Prevention, Aviation Administration, Fire Suppression, Supervisory Responsibilities.

  • Prior wildland firefighting experience (minimum of 90 days) and training on the fireline is a mandatory requirement to carry out the duties and responsibilities of this position.

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) managing a state aviation program to include aviation policy standardization, aviation operational procedures implementation, or aviation facilities/aircraft monitoring; (2) conducting risk management assessments to identify and/or correct deficiencies; (3) ensuring firefighting preparedness of fire crew, airbases, and other resources; (4) supervising and evaluating subordinates' work, performance, training, and/or conduct.

SELECTIVE FACTOR: This is an administrative position in an organization having a firefighting mission and is in an established career path. Prior firefighting experience, as gained by substantial service (minimum of 90 days) in a primary firefighter position or equivalent experience outside the Federal government is a MANDATORY PREREQUISITE for incumbents of this position. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

There is no substitution of education for experience at the grade level of this announcement.

Physical Demands: Work is primarily sedentary, although it does require frequent travel by scheduled and chartered aircraft or ground vehicles to various destinations in the western U.S. Occasionally the incumbent must travel by foot to remote field locations to conduct technical investigations and site visits.

During fire season, the position demands extended, and variable work shifts and on-call status while away from work. Incumbent must meet the established physical fitness standards for his/her ICS position.

Working Conditions: Most work is performed in an office or meeting room setting; occasionally exposure to risk or discomfort is encountered while conducting visits to the field due to extreme temperatures, topography, and remote living conditions.

While on incident assignments, the incumbent may be exposed to temperature extremes, dust, smoke, noise, rugged topography, high-risk flight in fixed or rotor wing aircraft, extended outdoor living and high-stress emergency activities.

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
