Position serves under the general direction of the Chief of Staff to the Assistant Administrator for Human Resource Management (AHR-1). The incumbent assists the Chief of Staff and senior leadership in the development and implementation of comprehensive plans and strategies for the internal and external integration of day-to-day and long-range projects and activities for AHR. Also assists in planning and implementing a wide variety of tasks in support of AHR organizational programs and structure. Assumes lead role in planning, organizing and implementing major, substantive human resource projects as assigned by the Chief of Staff.
Assists the Chief of Staff in forward planning actions and the setting of organizational operations rhythm to support timely adherence to AHR commitments. Provides AHR-1, AHR-2 and senior managers and staff with timely information, and serves as a focal point for AHR leadership when the Chief of Staff is not readily available, and on independent project assignments. Consults with AHR executives and managers to determine the progress and timeliness of ongoing programs and projects assigned to various offices within AHR. Supports development and dissemination of documentation of progress and milestones. Creates and maintains documentation supporting projects and regular AHR engagements.
Provides guidance, advice and relevant information to the Assistant Administrator and Deputy Assistant Administrator for Human Resource Management on topical issues when necessary. Coordinates with AHR Executive Assistants to ensure calendar coordination, and preparation of materials to support routine and periodic meetings and other ad hoc needs of the AHR senior leadership team.
The incumbent drafts written and oral reports, briefings and recommendations. Supports the Chief of Staff in summarizing findings and conclusions, with supporting materials including proposals, position papers, testimony, briefing papers, talking points, briefing decks, reports and correspondence. Creates and recommends templates for AHR-wide use as needed. Directly supports the Assistant Administrator for Human Resource Management in talking point, briefing, and presentation preparation as necessary. Working in conjunction with AHR Strategic Communications, supports development internal and external presentations and messaging for the Assistant Administrator and Deputy Assistant Administrator.
Assists the Chief of Staff in leading and conducting special studies or projects and programs having AHR- and/or agency-wide impact. Assists in monitoring progress and adherence to timeframes and deadlines by developing project schedules, communicating milestones and results as well as creating and maintaining milestone and deadline tracking procedures and reports. Directly supports the Chief of Staff and AHR senior-level staff members in the development and execution of FAA and/or AHR initiatives, coordinates with program officials to evaluate complex organizational operations and activities, and recommends improvements to improve efficiency and/or customer service.
Incumbent requires minimal direction of a manager or executive, and is expected to demonstrate sound judgement and discretion under nominal supervision. In the absence of the Chief of Staff, supports all AHR engagements.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized Experience is defined as:
Demonstrated exceptional communications skills to prepare or edit talking points, reports, correspondence, presentations, and web content appropriate to the identified audience; and to develop and execute strategic communications plans.
Routinely prepare senior executive level officials for high-level briefings, meetings, and presentations.
Independently accomplish assigned tasks and projects, developing and executing plans and ensuring cross-organizational collaborating to achieve goals.
