Duties

Help

Independently performs professional legal work as an Attorney-Adviser in the Southwestern Power Administration's Office of General Counsel, primarily in the fields of administrative law: to include environmental law, real property law, personnel law, labor law, procurement law, and civil litigation. Supports General Counsel on power marketing and energy law issues as directed. Performs other Attorney-Adviser duties as assigned.

Attorney-Adviser is required to submit a Confidential Financial Disclosure Report (OGE Form 450) upon entering the position and each year thereafter.
Travel of up to 20% annually is required with overnight travel possible during all or part of that time.
Attorney-Adviser may be required to serve on rotational assignments to provide representation between and among various SWPA program or region offices as needed.
Possess a J.D. or LL.B. degree from an accredited college or university.
The position requires admission to a State or the District of Columbia bar.
Overtime may be required on short notice to include nights, holidays and weekends in support of mission requirements.

Once onboard, you will then be required to provide proof of vaccination in DOE's MyEnergy system and certify the documentation you provide is true and correct under penalty of perjury. Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's MyEnergy system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [enter grade] in the Federal service. Specialized experience for this position is defined as: Specialized

Experience: Applicants must have experience in addition to education and bar requirements as follows:

1. Four years of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work; and

2. One additional year of professional (attorney) experience at a level of difficulty and responsibility at least equivalent to that of an attorney at the grade immediately below the one being filled (at the GS-13), providing legal advice and guidance to management, peers, and customers on various complex areas of law on behalf of a Federal agency/sub-agency or similar civilian institution.

Education

Must possess a J.D. or LL.B. degree from an accredited college or university. This position is announced under a government-wide Direct-Hire Authority (DHA) for Attorney positions in the GS-905 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants does not apply under the DHA process.

Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new trial period.
