As the North District Interpretive Supervisor, you will be responsible for the management of the main Visitor Center in Copper Center, AK and the Slana Ranger Station in Slana, AK. These locations provide public education, interpretation, volunteer support, community outreach, and partnership collaboration for park visitor services and education programming. This position reports directly to the Team Lead for the Division of Interpretation and Education.

RESPONSIBILITIES

  • Serve as the interpretive supervisor responsible for the management and execution of the personal and non-personal visitor services in the North District of Wrangell-St. Elias National Park & Preserve.
  • Supervise seasonal employees and SCA interns who provide formal and informal programs and products in the North District.
  • Carry out the full scope of supervisory responsibilities. Ensures that staff members are properly selected, utilized, appraised, developed, and treated fairly.
  • Create a work environment supportive of cultural, race, gender, sexual orientation, and other types of diversity in the workplace.
  • Manage, evaluate, and provide direction, planning, and review of the district interpretive services programs and activities.
  • Demonstrate a broad understanding of the interpretive profession and articulate it to subordinates in training and evaluations, incorporating Audience Centered Experiences and 21st Century relevancy goals into training and the program.
  • Represent the division and the park in coordinating efforts with representatives of other divisions, concessions, native groups, schools, agencies, and park partners to meet division goals and objectives.
  • Serve as Chief of Interpretation when incumbent is away.

  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.

All qualifications must be met by the closing date of this announcement-09/17/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: coordinating, managing or directing the development of interpretation or educational programs related to historical, natural or cultural resources; preparing short or long-range plans for operations through comprehensive interpretation plans and resource management plans; collaborating with others or working on teams to plan organizational programs, develop budgets and to accomplish mission goals; producing a variety of interpretative media including exhibits, print media, and web materials. You must include hours per week worked.

EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree, or at least three full years of progressively higher level graduate education leading to such a degree in one or a combination of the following fields: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified above may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in this position. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take your number of semester hours in excess of 36 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

The work done by park ranger-interpreters through effective interpretive and educational programs encourages the development of a personal stewardship ethic and broadens public support for preserving and protecting park resources, so that they may be enjoyed by present and future generations.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations. Or a relocation/recruitment incentive may be offered.

The National Park Service has determined that the duties of this position are suitable for situational telework and the selectee may be allowed to telework with supervisor approval.

Physical Demands: Duties and responsibilities require some ten-hour workdays. Assignments include extended periods of standing at information desk, hiking in variable weather over uneven terrain, speaking for long periods, lifting, bending, sitting, and working at a computer workstation. The duties of this position may require considerable physical exertion, especially during emergencies.

Working Conditions: Most work is done in an office setting which is not climate controlled year-round. However, most interpretive programs are presented outdoors in variable weather. Work is performed for 40 hours per week with variable shifts during the summer. Some travel is required.
