Help

Manage a revenue and fee program to provide leadership, program direction and expert technical advice to park management on all matters concerning collection of entrance and user fees.

Develop operating plans and procedures using data from conducting analyses and studies of financial and operational data, and ensure the Fee and Revenue Program is compliant with all laws, policy and legislation.

Supervise fee and revenue operations staff throughout the park. Coordinate day-to-day activities, assign work, establish priorities, evaluate performance, recommend awards, take disciplinary action, interviews candidates for positions, and initiate personnel actions.

Ensure that staff is provided opportunities for for training and development and identify opportunities for staff career growth.

Coordinate with the local business communities for their input into recommendations to improve the fee and revenue process.

Develop ways to ease delays entering the park by exploring initiatives involving new emerging technologies.

As part of the management team, participates in setting priorities and developing tracking procedures for documenting collection and use of Federal Lands Recreation Act (FLREA) program funds.

Conduct reviews of the Fee and Revenue program to ensure that sound management practices are used to minimize the possibility of waste, fraud, and abuse.

Advise park management, commercial businesses, private consultants, public municipalities, regional and park staff on appropriate managing actions using analysis of park visitor trends, plans and enabling legislation.

Work with vendors, system administrators, and park telecommunication staff to keep point of sale computer hardware and software working and secure.

Develop policy and procedures for proper issuance of Special Use permits and non-fee entrance permits, including generating the appropriate permitting documents, approved uses, terms and conditions, monitoring requirements and ensuring compliance with Federal laws and regulations affecting permits.

Direct audit of fee collection, project expenditures, and cost of collection expenditures, deposits, and accountable stock.

Manage Commercial Film Permit program. Develop, revise and update Commercial Film Permit standard operating procedures.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

Qualifications

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). : Examples of qualifying specialized experience include but are not limited to: Managing and overseeing a park-wide revenue and fee program; developing operating plans and procedures for a fee collection program; managing a fee collection operation with a variety of collection venues and methods such as entrance stations and permit sales utilizing Point of Sales systems, remittance and deposit software and credit card payment processing technology to ensure accountability for remittances; directly supervising staff of permanent and seasonal employees revenue and fee collection employees, providing the full range of supervision to include directing staff, hiring, developing performance standards, providing performance evaluations and approving leave; collaborating with other work groups in the development and evaluation of a comprehensive fee program; developing and tracking annual operating budgets associated with fee collection, including cost of collection funds. Your resume must include hours per week worked.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience..

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The work is primarily sedentary and involves working in an office environment. There will be some walking, standing, bending, carrying of light items, and driving an automobile. No special physical demands are required to perform the work.

Working Conditions: Most work is performed in an office environment, with frequent trips to the entrance stations, campgrounds, other park offices and community. The environment requires normal safety precautions typical of offices, meeting rooms, or vehicles.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
