You will provide professional engineering advice and guidance on the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing and/or new structures and facilities. Projects support the implementation of National Park Service (NPS) asset and management plans with the goal of improving visitor experience and protecting and restoring natural resources. Program work may include, but is not limited to: campsites, visitor centers, lodging, staff housing, potable water systems, wastewater systems, communication systems, roads, bridges, trails, parking, bus facilities, transportation systems, and administrative structures.
Develop feasible alternative design recommendations, including plans and cost comparisons, designs and specifications for the alteration of existing or construction of new facilities.
Lead interdisciplinary project teams to accomplish high quality products from inception through post construction.
Participate in the selection process for Architecture/Engineering (A/E), construction management, and construction contractors.
Maintain positive working relationships with individuals from many forums, including upper management, major industry representatives, and other stakeholders to plan, coordinate, and solve problems related to projects.
Apply the principles of civil engineering to complex construction projects involving grading and the design and layout of roads, parking areas, campgrounds, trails, and transit sites.
Performs contracted and in-house engineering designs, coordinating with other technical specialists to ensure building systems and infrastructure are in compliance with applicable standards. Monitors, coordinates, reviews, and assesses the technical adequacy of plans, provides specification requirements for projects. Using value based decision methodology, analyzes project designs and specifications for possible alterations that would reduce costs without any subsequent degradation to the quality or scope of the project.
Work involves multiple simultaneous projects, ranging from small, single-discipline to large multi-disciplinary design and construction projects, involving both single and multiple-year phasing, potentially funded from multiple funding sources with challenges arising from multiple points, such as unusual, highly sensitive natural or cultural resource planning issues; multi-year phasing (affecting schedules and funding); high visibility, controversial, significant political interest and oversight; possible jurisdictional disputes; the need to apply advanced judgment to critical issues, and problems requiring unique approaches and solutions. Responsibility for the successful completion and execution of multiple projects which requires the ability to manage multiple projects in different phases of design and construction simultaneously.

Qualifications

BASIC REQUIREMENT for Engineer:
Possess a degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. - OR-
A COMBINATION of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; Written Test-- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of an engineering degree, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

To qualify for the Interdisciplinary General Engineer/Civil Engineer, GS-0801/0810 at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Communication and problem-solving skills in negotiating, facilitating, motivating, persuading, problem identification and resolution, conflict resolution, anticipating and avoiding problems and providing leadership to accomplish work through others for design and construction projects. Technical knowledge and experience in the fields of Engineering and/or Civil Engineering with Project Management experience responsible for initiating, establishing, and controlling multiple complex design and construction projects from inception through completion. You must include hours per week worked.
-OR- EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Communication and problem-solving skills in negotiating, facilitating, motivating, persuading, problem identification and resolution, conflict resolution, anticipating and avoiding problems and providing leadership to accomplish work through others for design and construction projects. Technical knowledge and experience in the fields of Engineering and/or Civil Engineering in relation to construction projects, to include experience in reviewing plans and specifications, and performing work in support of complex design and construction projects from inception through completion.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

The incumbent may be required to participate in safety training such as fall protection, respiratory mask fit testing, or confined space entry training, as required by individual projects, to allow safe and thorough assessment of existing facilities and/or new construction.
