This position serves as a lead Botanist providing technical advice and program coordination between the field offices and serves as the budget and program coordinator for the district's Special Status Plant program, Integrated Weed Management (IWM) program, and Areas of Critical Environmental Concern (ACEC) program.

Main duties of the position include: Program lead on matters involving Special Status Plants, ACEC, IWM, and native plant material and restoration programs; Forest Program Management Support; Monitoring, Endangered Species Act (ESA) Consultation and Budget.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

You must meet the BASIC Requirement *AND* the ADDITIONAL Requirement in order to qualify for this position.

BASIC Requirement for the 0430 series:

A. Education: Degree in botany; or basic plant science that included at least 24 semester hours in botany. (NOTE: You must submit a copy of your transcripts

OR

B. Combination of Education and Experience:
Courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany, as shown in A above, plus appropriate experience or additional education. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. (NOTE: You must submit a copy of your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience.)

*AND*

ADDITIONAL Requirement: To be considered minimally qualified for this position, in addition to the Basic Requirement above, you must demonstrate that you have the required specialized experience below for the position in which you are applying.

Specialized Experience: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing technical advice on botanical programs such as Special Status Plant, Integrated Weed Management(IWM), and/or Areas of Critical Environmental Concern (ACEC); (2) analyzing data and/or implementing proposals for pesticide use, weed control, and annual treatment plans; (3) coordinating budget submissions to include funding needs determination and budget proposals; (4); developing long range ecosystem management plans and/or conflict resolution alternatives to management.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Physical Demands: Work may be in an office or field setting or at a public meeting. Office work, though sedentary, produces substantial mental stress because of shifting priorities, short time frame for preparation and submission of correspondence and other documents, complexity of work and the large volume of work requiring the incumbent's attention. Field work requires the incumbent to be capable of operating both two- and four-wheel drive vehicles and hiking for extended periods over steep, rough terrain in back country environments.

Working Conditions: Most work is performed in an office setting with a typical office environment. However, under certain circumstances e.g., pandemics, extended periods of work from home (teleworking) may be required. Field work usually requires irregular hours in a wide variety of remote and rugged terrain where climatic conditions are variable and extreme. Much of the field time is spent in a forested environment, sometimes near timber harvesting operations. The incumbent may frequently be expected to experience stressful situations that arise from heavy workloads, short deadlines, working with controversial issues and with the public who may be unsympathetic with the bureau.

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
