Summary

As Deputy Refuge Supervisor, you will share responsibility with the Supervisor for all activities and personnel comprising 22 National Wildlife Refuges (NWRs); four Marine National Monuments (Monuments); and one National Memorial, totaling over 700 million acres of lands and waters managed by the U.S. Fish and Wildlife Service.

In addition to the annual salary stated, there is a 10.28% Cost-of-Living Allowance (COLA).

Duties

Help

Major duties include, but are not limited to the following:

  • Assists with policy and management of the National Wildlife Refuge System (NWRS) in the State of Hawaii, and all of the NWRS Pacific Islands and territories, including the Hawaiian Islands, American Samoa, Guam, Commonwealth of the Northern Marianas Islands, Palmyra Atoll, Midway Atoll, and Wake Atoll.
  • Assists with development of short-and long-range plans, objectives, and priorities, ensuring adherence to the laws and policies. Assists in the evaluation of national and regional precedents and their impact on policies and procedures and devises methods of accommodating emerging precedents.
  • Manages natural resource issues through partnerships and collaboration among Service counterparts, public and private organizations, industry, and individuals to integrate landscape conservation concerns, views, and contributions into cohesive resource management projects and systems. Develops landscape scale geographic goals and priorities and leads activities to fulfill program objectives.
  • Prepares briefings and responses to Congressional inquiries. Reviews, formulates, and influences the establishment of policies, plans, programs, and procedures of Regional scope. Develops position papers, prepares reports, presents briefings, and reviews and edits summaries of plans and accomplishments.
  • Supervises a varied workforce comprised of professional and administrative staff. Provides oversight, program direction, and guidelines relative to developing policies, plans, programs, and procedures, to include staffing, budgeting, priority setting of work, and internal and external problems.

Qualifications

Only experience and education obtained by 05/14/2021 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
A. I have a bachelor's or higher degree from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. I have a combination of education and experience: courses equivalent to a major, or at least 30 semester hours in courses in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, plus appropriate experience or additional education.
OR
C. I have four years of experience that demonstrated knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. NOTE: To qualify under this option, your resume must contain sufficient detail to prove you have four years' experience that is equivalent to a bachelor's degree in one of the fields shown above.

Minimum Qualification [GS-14]
I have at least one year of specialized experience comparable to at least the GS-13 grade level in Federal service that demonstrates I have the knowledge, skills, and abilities to plan, direct, and administer a complex natural resources program. Specialized experience must have involved the following types of duties:
1) supervising or leading a branch, field station, or team focused on the conservation of natural resources;
2) solving challenging issues related to conservation lands management, visitor services, outreach, or other natural resource programs;
3) serving as a land management organization representative in negotiating with diverse individuals or groups;
4) exercising direct responsibility for implementing policies, plans, standards or procedures to carry out fish and wildlife conservation;
5) managing issues or conflicts involved in the planning, directing, or executing of short and long term activities in fish and wildlife conservation that affected a diverse group of customers; or
6) other work in a natural resources field of similar scope and complexity.
NOTE: To qualify, your resume must contain sufficient detail to prove you have one full year performing the types of specialized experience described above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

PCS INFORMATION: Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6.
