Help

As a Supervisory Public Affairs Specialist (Deputy Chief for External Affairs) within the Office of Communications & Publishing, some of your specific duties will include:

  • Serving at the primary liaison with national media on USGS issues, including overseeing the USGS's work with national and international media representatives.
  • Assisting in leading the annual communication strategy and execution for national communications functions for public affairs.
  • Handling issues that are of national significance, attention and impact and efforts that reflect Departmental and Bureau goals and objectives.
  • Overseeing planning and implementation of crisis communications efforts.
  • Serving as national communications lead for natural hazards response.
  • Advising senior leadership in the Department of the Interior, the USGS Director, and other members of the Executive Leadership Team.
  • Supervising Headquarters communications staff, including setting goals and objectives.

Qualifications

For GS-14:

Applicants must have one year of appropriate specialized experience equivalent to at least the GS-13 level in the Federal service that is in or related to public affairs and that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.

Examples of such experience could include planning national or bureau-wide public affairs programs and projects; initiating public awareness activities; planning and implementing press conferences and media events; developing proactive outreach/marketing strategies; developing & presenting complex or technical informational material in terms that are appropriate for a lay audience; developing effective relationships with reporters; working proactively and reactively with news media to arrange and pitch interviews; and preparing talking points for controversial, sensitive or high-profile topics. These work experiences may involve conventional methods & techniques though they should have considerable experience in going beyond clear precedents and required adapting methods to the problems at hand and interpreting findings in terms of their significance. At this level, Public Affairs Specialists have a mastery of the principles and methods used in conducting a public affairs program and their application, to evaluate the effectiveness of such efforts, and the ability to independently perform public affairs work of considerable difficulty and complexity.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
  • Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
