Duties

Help

  • Create, direct, and implement an environmental compliance and natural resources program within the division that involve sensitive and complex issues and diverse aspects of assigned environmental protection functions that impact a wide variety of park issues.
  • Manage and/or coordinate, scientifically credible protection, mitigation, and restoration projects needed to restore and/or maintain critical habitats, native plant and animal communities, managed landscapes, and physical resources such as air, water, geology, caves, and fossils.
  • Manage and/or coordinate the efforts of others in the preparation of the natural resources section of the resource's management plans, environmental protection plans and projects, and specific actions plans pertaining to the management and protection of natural resources.
  • Determine compliance pathway for a wide variety of planning projects including categorical exclusions (CE), environmental assessments (EA), and environmental impact statements (EIS).
  • Evaluates environmental assessments (EAs) and environmental impact statements (EISs) prepared by other federal agencies for projects that may affect park resources.
  • Carry out program management duties by developing work plans and schedules, scopes of work, cost estimates and proposals.
  • Oversee the planning, coordination, monitoring, and enforcement of the assigned areas of the parks environmental protection program.
  • Develop and maintain liaisons and effective working relations with related groups and individuals, agencies, American Indians and other traditionally associated groups, and the public.
  • Design, develop, test and implement scientific monitoring protocols to identify, evaluate and conduct long-term monitoring of resource conditions and protection.
  • Serve as Contracting Officer's Technical Representative for projects conducted through contracts, interagency agreements, and cooperative agreements.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-03/08/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for one of the below series, you must possess at least one of the following basic qualifications by close of the announcement:

Biologist GS-0401 Basic Qualifications:
Have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
-OR-
Have a combination of education and experience, with courses equivalent to a major as shown in A above, plus appropriate experience or additional education.

Physical Scientist GS-1301 Basic Qualifications:
Have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
-OR-
Have a combination of education and experience, with education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to the above Basic Requirements, to qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE:
At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities but is not limited to: providing natural resource and environmental compliance support and professional advice to management in the areas of natural resources, environmental protection program, environmental planning and environmental compliance relating to the protection and preservation of natural resources within a park or field office setting; natural resource and environmental program management and implementation; providing technical expertise in all areas related to environmental protection and compliance issues for multiple locations. managing and/or coordinating the efforts of others in the preparation of the natural resources section of the resource's management plans, environmental protection plans and projects; and completing or managing a wide variety of planning projects including categorical exclusions (CE), environmental assessments (EA), and environmental impact statements (EIS). You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather and conditions. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, riverbanks and stream banks, rocky terrain, caves, and forests. On occasion, flying in fixed-wing aircraft and helicopters is possible.
