There are six (6) roles available under this job posting, under 3 categories, 1. System Administrator, 2. Network, and 3. System Analysis.

Common tasks under the IT Specialist (SYSADMIN) category may include:
  • Planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems;
  • planning and scheduling the installation of new or modified hardware and operating systems and applications software;
  • managing systems resources including performance, capacity, availability, serviceability, and recoverability;
  • managing the installation and integration of systems fixes, updates, and enhancements; resolving hardware/software interface and interoperability problems; and
  • ensuring the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of systems administration services.
Common tasks under the IT Specialist (NETWORK) category may include:
  • Planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of networked systems used for the transmission of information in voice, data, and/or video formats;
  • analyzing, defining, diagnosing and resolving network requirements and problems;
  • defining and maintaining network architecture and infrastructure;
  • configuring and optimizing network servers, hubs, routers, and switches;
  • installing, testing, maintaining, and upgrading network operating systems software; and
  • ensuring the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of network services.
Common tasks under the IT Specialist (SYSANALYSIS) category may include:
  • Applying analytical processes to the plan, design, and implement new and improved information systems to meet the business requirements of customer organizations;
  • performing needs analyses to define opportunities for new or improved business process solutions; conducting business process reengineering, feasibility studies and trade-off analyses;
  • preparing business cases for the application of IT solutions;
  • ensuring the integration of all systems components; e.g., procedures, databases, policies, software, and hardware; and
  • ensuring the rigorous application of information security/ information assurance policies, principles, and practices to the systems analysis process.

Qualifications

Subject Matter Experts will evaluate the first three (3) pages of your resume to ensure you meet the competencies for this position. You must have at least one (1) year demonstrating accomplishment of the duties and competencies described below.

For all positions, individuals must meet at least one of the three Basic Requirements:

  • Successful completion of a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management
  • -OR-
  • Successful completion of a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
  • -OR-
  • Information Technology-related paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) demonstrating each of the following four competencies:
    • Attention to Detail - Utilizes cognitive resources to achieve thoroughness and accuracy in accomplishing tasks. Work product reflects an understanding of high-level accuracy and represents detail-oriented skills. Develops and uses systems or processes to organize and keep track of information or work progress. Ensures work is complete, accurate, and well organized.
    • Communications - Explains technical concepts to both technical and non-technical audiences. Communicates facts and ideas verbally, in a clear, concise, and coherent manner. Information conveyed is well organized, complete, and delivered courteously. Skilled in listening to others, attending to nonverbal cues, facilitating an open exchange of ideas, and ability to show emotion control. Skill in speaking appropriately to a wide variety of people.
    • Customer Service - Demonstrates a commitment to public service to both internal and external customers by working and communicating with clients and customers to assess their needs, provide information or assistance, and resolve customers problems in a timely manner. Knowledgeable in products and services; is committed to providing quality products and services; and works well with others to ensure customers' needs are met.
    • Problem Solving - Identifies and analyzes problems to achieve alternative solutions to complex problems. Uses sound reasoning, judgment, logic, and data to generate and evaluate issues. Solves problems by analyzing situations and applying critical thinking when deciding on course of action. Implements solutions developed in order to overcome problems and constraints.

Additional Competencies required based on the role(s) selected:
  • IT Specialist (SYSADMIN) - Active Directory Role: Utilizes methods and controls to validate the identity of individuals to verify access approval and level. Monitors activity to ensure only authorized access is taking place. Automates, develops, implements, and administers enterprise Active Directory and associated systems, including external environments using modern methods and principles. Utilizes database management systems and software to control the organization, storage, retrieval, security, and integrity of data.
  • IT Specialist (SYSADMIN) - Microsoft Office 365 Role: Utilizes methods and controls to validate the identity of individuals to verify access approval and level. Monitors activity to ensure only authorized access is taking place. Automates, develops, implements, and administers Microsoft 365 and associated systems, including external environments using modern methods and principles. Utilizes database management systems and software to control the organization, storage, retrieval, security, and integrity of data.
  • IT Specialist (SYSANALYSIS) - Network Role: Performs needs analysis to define opportunities for new or improved business process solutions for telecommunications in the enterprise. Consults with customers to identify and specify requirements based on policy, future trends, and input from federal authoritative sources. Analysis includes business process reengineering, expansion of digital solutions, feasibility studies, and trade-off options. Prepares business cases for the application of IT solutions to Network Management. Develops cost estimates for new or modified systems. Utilizes new and established business tools to carry out assigned tasks.
  • IT Specialist (SYSANALYSIS) - Records/FOIA Role: Performs needs analysis to define opportunities for digital and non-digital records management, FOIA, and information management solutions for the enterprise. Consults with customers to identify and specify requirements based on policy, future trends and input from federal authoritative sources. Analyzes business process reengineering, expansion of digital solutions, feasibility studies, and trade-off options. Prepares business cases for the application of IT solutions to Federal Records and Information Management. Develops cost estimates for new or modified systems; and utilize new and established business tools to carry out assigned tasks.
  • IT Specialist (NETWORK) - Generalist Role: Provides expert input based on knowledge of architecture and topology of software, hardware, and networks, including LANs, WANs, WLAN, and telecommunications systems, their components and associated protocols and standards to customers. Manages and troubleshoots the operation and integration of these components. Demonstrates expertise of how systems communicate over common network protocols, and the function of firewalls, load balancers, and other security devices.
  • IT Specialist (NETWORK) - Radio over IP Role: Provides expert input based on extensive knowledge and expertise of radio communication systems and IT network architect and topology, software and hardware; but not limited to Radio-over-IP (RoIP) systems, Wide Area Networks (WANS), Cellular, WIFI, and telecommunications systems, their components and associated protocols and standards. Oversees the implementation, integration, configuration, optimization, troubleshooting, and management of these systems and components. Demonstrates expertise of how systems communicate and interoperate over common network protocols, and the function of firewalls, load balancer, and other security devices.
