Help

This is a managerial position. The Superintendent sets all local policy for the park (based on DOI, NPS, and Regional guidance) and interprets Regional and national policy in decision making and goal setting. The position leads all planning and approves goals and work plans for the park, allocates park budgets as necessary, and sets priorities for all phases of management for the park.

Incumbent will ensure management of the Monument will preserve and protect the objects of historic and scientific interest associated with the site.

The incumbent is responsible for establishing short and long-range goals; planning, developing, and implementing diverse programs; and implementing NPS policies and procedures that ensure the preservation, interpretation, study and administration of the parks and protection at park resources-and park visitors.

Works with the Regional Director, Deputy Regional Director (supervisor of record), regional office staff, mandated partners, and others to develop short and long-term goals and priorities.

Develops briefing issues and position papers and recommendations identifying funding and other resources needed to accomplish projects and programs; plans for and participates in park planning meetings; develops an action plan and oversees its successful implementation. Briefs high level NPS, Federal, Congressional, State and local officials on park program progress and issues.

Responsible for planning, organizing, implementing and evaluating resource management and protection programs (natural and cultural). Coordinates management with representatives of Federal, state and local governments, the general public, and with private landowners. Determines work priorities for the park and directs accomplishment of Annual Work Plans. Responsible for program planning with established Bureau guidelines, and submission of preliminary budget estimates. Operates park programs within budgetary limitations. Conducts viable and open public relations program.


Area Information: Charles Young Buffalo Soldiers National Monument is located in Xenia, Ohio which is in the southwestern Ohio area. It is a thirty minute drive to Dayton, Ohio. Small towns and farm communities are interspersed within nearby historic towns which house Wilberforce University, Central State University, Cedarville University, and Antioch College. An abundance of cultural and recreational activities are available year-round, as well as, large tracts of woodlands and wetlands which surrounds the monument and park lands. The area has weather typical of the Midwest, with temperatures normally ranging from O degrees in the winter to 90 degrees in the summer. No government housing is available; however, many reasonably priced houses and rental properties exist in the surrounding communities. All services are available.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new permanent employee or new supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

Qualifications

All qualifications must be met by the closing date of this announcement-08/14/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience.

To qualify for this position at the GS-12 grade level, you must possess one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: demonstrates an in-depth knowledge of park management principles, practices, techniques, laws, and regulations. Experience includes a variety of duties such as managing and supervising park or similar activities with an emphasis on natural management and protection, cultural and resource preservation and protection, visitor use and interpretation, law enforcement, maintenance of physical facilities and administrative programs. Your resume must show starting and ending dates (Month/Year) to (Month/Year) AND have Hours per week for each work history. If it does not, you will be found not qualified.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the grade level of this announcement.

Physical Demands: Most work assignments are in an office or similar setting. However, some walking and traveling may be required.

Working Conditions: Work is largely performed at the park in an office setting.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
