Duties

Help

As a Volunteer and Youth Program Manager in the National Park Service, Interior Region 1, you will work for a dynamic, geographically-dispersed organization. Your work will help leverage public support for park preservation, facility management, resource and visitor protection, recreation, and public enjoyment as well as help to engage youth and new audiences in the values of public service, conservation, preservation, and public land stewardship. You responsibilities will include:

  • Providing technical assistance and advocacy to parks to improve and enhance the region's overall volunteer program.
  • Evaluating and assessing park/units and regional volunteer programs to make recommendations to increase effectiveness.
  • Diversifying the regional volunteer program to involve youth and people of diverse backgrounds and skills.
  • Ensuring fund disbursement for the volunteer program.
  • Coordinating regional youth-related activities and initiatives in support of youth and community service.
  • Providing technical support and assistance to youth programs.
  • Advising on work activities, reporting requirements, and program administration.
  • Coordinating and tracking funds, and coordinating rating panels to prioritize projects.
  • Promoting partnerships with nonprofit youth organizations such as the Corps Network (TCN), Student Conservation Association (SCA), scouts, Boys and Girls Clubs, and the YMCA.
  • Cooperating with the regional Human Resources staff and l Equal Employment Opportunity manager to report on and help increase workforce diversity through youth hiring.

Time-in-grade requirements must be met by the closing date of this announcement.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 1-5 nights per month. You must obtain a government charge card for travel purposes.

Qualifications

All qualifications must be met by the closing date of this announcement-04/24/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment in a month/year format, AND your resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience.

To qualify for this Volunteer and Youth Program Manager, GS-0301-12 position, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) coordinating and leading youth program initiatives for a resource conservation organization that connects young people to cultural and natural resources; 2) managing and leading a volunteer program for a resource conservation organization and promoting effective volunteer engagement and management practices; 3) advising interdisciplinary staff, facilitating work groups, and supporting partnerships to achieve strategic goals for youth or volunteer programs; 4) managing project fund sources using a project-based documentation tool to justify, approve, and prioritize projects for a park, unit, or region, e.g. skill in using Project Management Information System (PMIS); and 5) serving as a point of contact and providing technical assistance for youth or volunteer programs and recruitment, including communicating program information, best practices, processes, and policy to multiple levels of an organization.

Specialized Experience: Experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the grade level(s) of this position.

Additional information

Physical Demands: No unusual physical demands are required in this assignment. Occasional travel is associated with this position.

Working Conditions: The primary work environment is a typical office setting, but the incumbent may need to travel and engage with others in a variety of indoor and outdoor settings, and in wide-ranging temperatures and weather conditions.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
