Major Duties:
The Supervisory Concessions Management Specialist provides oversight and leadership of the Commercial Services Division of Glen Canyon National Recreation Area. The incumbent manages one of the largest and most complex commercial services program in the National Park Service. This includes 6 concession contracts, approximately 130 Commercial Use Authorization permits and 200 Special Park Use permits with approximately $150 million in annual gross receipts, as well as lodging, retail space, food and beverage, concessioner-assigned camp sites, multiple RV sites, 800 marina slips, a medical clinic and three automobile fuel and service stations. The Incumbent serves on the park's Management Team, providing input and advice to senior management on a range of divisional and park goals and strategic priorities. The incumbent reports to the Chief of External Affairs and performs a wide range of supervisory functions including work planning, schedules and priorities, assigns and reviews work, training, awards and recognition, performance appraisals, safety, and recruiting.
This position is located in the External Affairs Division at Glen Canyon National Recreation Area. The incumbent plays a key role in the management of park resources through interdisciplinary teamwork and collaboration as a member of the Management Team. The Commercial Services Division consists of six permanent employees and 2 term employees who collaborate with other park staff, volunteers, local and regional workgroups and other park partners.
Area/Housing Information: This position is located at Glen Canyon National Recreation Area, on the Arizona-Utah border. Page overlooks beautiful Lake Powell which offers boating, associated water sports, hunting, recreation and fishing, as well as river running on the Colorado River above and below Lake Powell. The surrounding land offers beautiful red rock country for hiking and backcountry wilderness activity. Page is at the hub of the Grand Circle, containing America's largest concentration of national parks and monuments, such as Grand Canyon, Zion, Capitol Reef, Bryce Canyon, Arches, Canyonlands, Grand Staircase Escalante, and the Flagstaff Area Monuments. Page offers normal small community amenities such as airport, shopping, medical and dental facilities, schools K-12 and college courses available through the local Community College. Elevation in Page is 4300 feet above sea level and the weather is beautiful high desert sunny days, cool nights and low humidity. Home purchases are available in the area. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.   • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: schedule and perform commercial service evaluations to ensure services are provided in accordance with contract provisions; develop, coordinate and monitor required asset condition assessments;
design, plan, and conduct comparability studies; advise senior level management and provide direction in commercial services; resolve issues and disputes concerning visitor services to achieve objectives; and develop long term plans for the effective management of concession programs. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

There is no substitution of education for experience at the grade level(s) of this announcement.

PHYSICAL DEMANDS: Concession facilities include (but are not limited to) front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, marinas, and assigned landscapes. While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may require hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc. There may be some requirements to travel on water vessels and small aircraft. A current driver's license will be required.
WORK ENVIRONMENT: For work conducted in the office environment, the risks include those typically found in an office environment. The work is generally sedentary, requiring intermittent periods of intense concentration and working at top speed for several hours at a time. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls,). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the Park, and may include confrontations with wildlife and exposure to the elements. Risks may involve those customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle.
