GS-9

  1. Participates with senior analyst in analyzing and evaluating existing policy and legislation, and monitors the effect these policies have on health informatics, adoption, electronic health information exchange, and interoperability.
  2. Conducts and completes analyses and other studies on varied topics related to health information, using various software database applications.
  3. Prepares the preparation of material for speeches, congressional testimony, or other presentations by the Director.
  4. Conducts or manages legal research and analysis on specific issues related to health informatics and electronic health information exchange for the purpose of achieving DHHS objectives.

GS-11
  1. Participates with senior analyst in analyzing and evaluating existing policy and legislation, and monitors the effect these policies have on health informatics, adoption, electronic health information exchange, and interoperability.
  2. Conducts and completes analyses and other studies on varied topics related to human subject protection, using various software database applications.
  3. Drafts regulations and support ONC's rulemaking activities, including standards and certifications criteria, certification program, governance of the nationwide health information network and promoting interoperability.
  4. Conduct or manage legal research and analysis on specific issues related to health informatics and electronic health information exchange for the purpose of achieving DHHS objectives.

Qualifications

GS-9: To qualify for this position at the GS-9 level, applicant must:

A) Demonstrate one year of specialized experience equivalent to the GS-7 level which includes compiling information to assist with developing program guidelines, plans and strategies; providing administrative and technical support for public health program operations or provide advice and guidance on public health policies and guidelines; researching health care related program regulations, executive directives or operations; and conducting research, analysis, evaluation, and coordination of assigned activities related to health policy.

Or

B) Have earned a master's or equivalent graduate degree; or completed 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.

Or

C) Have a combination of graduate education and experience as described in items "A" and "B" above.


GS-11: To qualify for this position at the GS-11 level, applicant must:

A) Demonstrate one year of specialized experience equivalent to the GS-9 level which includes analyzing the impact of health legislation, regulations, or executive directives on health programs or operations; developing components of health program operational plans, proposals or grants; and conducting research, analysis, evaluation, and coordination of assigned activities related to Federal health policy.

Or

B) I have earned a Ph.D. or equivalent doctoral degree or have completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Or

C) Have a combination of graduate education and experience as described in items "A" and "B" above.

Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education
