Help

Analyzes, evaluates, and coordinates matters involving cultural resources programs and the natural and social sciences associated with Lewis and Clark National Historic Trail.

Participates in and may lead development of cultural resources plans and projects with Federal, State, and local agencies and private organizations on matters pertaining to the need for resource planning and protection of the Lewis and Clark National Historic Trail.

Recommends policy or guideline changes based on issues identified during the course of the planning projects.

Duties will be developmental in nature when filled below the full performance level.

Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. PLEASE NOTE - BASIC QUALIFICATIONS AND DOI SECRETARY STANDARDS MUST BE MET: Basic Qualification and Secretary of the Interiors Professional Standards for Historian GS-0170, Cultural Anthropologist GS-0190 and Historic Landscape Architect GS-0807 must be met in addition to specialized experience equivalent to at least the GS-05, GS-07 or GS-09 level in the Federal service. (Refer to Education section below for requirement description.) TRANSCRIPTS MUST BE SUBMITTED AND QUALIFYING EXPERIENCE/REQUIREMENTS MUST BE DOCUMENTED IN YOUR APPLICATION.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience.

To qualify for this position at the GS-07 grade level:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: advising on cultural resource laws, rules and regulations or preparing compliance documents, such as Section 106, or National Historic Site or Landmark nominations; working with a range of tools, methods, and technology (e.g., photographs, statistics, maps, field map production, remote sensing, oral history, measured drawings, GPS , and/or GIS ) to research and document cultural resources; working cooperatively with interagency groups or multiple organizations to plan for or manage long-term protection of cultural resources; and/or performing work requiring the ability to comprehend and apply theoretical considerations and new developments in the technical literature of history, anthropology or landscape architecture.

EDUCATION: Successful completion of 1 year of graduate-level education, leading to a masters degree in history, cultural anthropology, landscape architecture or other closely related fields which has equipped me with the knowledge, skills, and abilities necessary to successfully perform the duties of this position.

This experience includes activities such as: Advise, supervise or administer on cultural resource laws, rules and regulations or preparing compliance documents, such as Section 106, or National Historic Site or Landmark nominations; working with a range of tools, methods, and technology (e.g., photographs, statistics, maps, field map production, remote sensing, oral history, measured drawings, GPS , and/or GIS ) to research and document cultural resources; working cooperatively with interagency groups or multiple organizations to plan for or manage long-term protection of cultural resources; and/or performing work requiring the ability to comprehend and apply theoretical considerations and new developments in the technical literature of history, anthropology, or landscape architecture.

To qualify for this position at the GS-11 grade level:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Assisting as liaison with the State Historic Preservation Office, Native American tribes, other traditionally associated and related groups, agencies and the public. Coordination of cultural resources strategies and programs with those on adjacent lands for the purpose of achieving broad protection strategies and preventing human impacts. Providing for public involvement, including Native Americans and other traditionally associated groups, in sensitive or potentially controversial resources issues within local and regional context. Developed and maintained peer relationships with researchers, subject matter experts and resource managers of other agencies, cooperating universities, traditionally associated groups and other entities to encourage and facilitate cooperative regional resources management strategies.
Performed or directed substantive, project-oriented work in one or more of the professional fields mentioned above. Negotiated cooperative and interagency agreements and other cooperative instruments needed to effectively carry out resource stewardship goals. Identified research needs, prepared requests for proposals and statements of work and provided oversight for research projects. Served as a Contracting Officer's Technical Representative for projects conducted through contracts, interagency agreements and cooperative agreements.
Conducted or coordinated the review of projects to assure protection of cultural resources and compliance with applicable federal laws such as the National Historic Preservation Act, Archeological Resources Protection Act, Native American Graves Protection and Repatriation Act and National Environmental Policy Act.

EDUCATION: Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D equivalent doctoral degree in history, cultural anthropology, landscape architecture or other closely related fields which has equipped me with the knowledge, skills, and abilities necessary to successfully perform the duties of this position.

BASIC QUALIFICATIONS AND DOI SECRETARY STANDARDS:
Historian GS-0170:
must possess a graduate degree in History, American History, Public History or a closely related field of study. PLUS a minimum of two (2) years of full-time professional experience applying the theories, methods, and practices of History that enables professional judgments to be made about the identification, evaluation, documentation, registration, or treatment of historic properties in the United States and its Territories; AND products and activities that demonstrate the successful application of acquired proficiencies in the discipline to the practice of historic preservation (see Documenting Professional Experience for Historians);

B. An undergraduate degree in History American History, Public History or a closely related field of study, PLUS a minimum of four (4) years of full-time professional experience applying the theories, methods, and practices of History that enables professional judgements to be made about the identification, evaluation, documentation, registration, or treatment of historic properties in the United States and its Territories; AND products and activities that demonstrate the successful application of acquired proficiencies in the discipline to the practice of historic preservation (see Documenting Professional Experience for Historians).

Cultural Anthropologist, GS-190: successfully completed a graduate degree in Anthropology with a specialization in Applied Cultural Anthropology, Sociology, Cultural Geography, Folklife, History, American Studies or a closely related field, PLUS a minimum of two (2) years of full-time professional experience (including at least six months of field work supervised by a professional Cultural Anthropologist) applying the theories, methods, and practices of Cultural Anthropology that enables professional judgments to be made about the identification, evaluation, documentation, registration, or treatment of historic, prehistoric, or traditional cultural properties in the United States and its Territories; AND products and activities that demonstrate the successful application of acquired proficiencies in the discipline to the practice of historic preservation.

Successfully completed an undergraduate degree in Anthropology, Sociology, Cultural Geography, Folklife, History, American Studies or a closely related field, with a specialization in Applied Cultural Anthropology, PLUS a minimum of four (4) years of full-time professional experience (including at least twelve months of field work supervised by a professional Cultural Anthropologist) applying the theories, methods, and practices of Cultural Anthropology that enables professional judgments to be made about the identification, evaluation, documentation, registration, or treatment of historic, prehistoric, or traditional cultural properties in the United States and its Territories; AND products and activities that demonstrate the successful application of acquired proficiencies in the discipline to the practice of historic preservation

Historic Landscape Architect GS-0807: have a State Government-recognized license to practice Landscape Architecture, PLUS a minimum of two (2) years full-time professional experience applying the theories, methods, and practices of Landscape Architecture that enables professional judgments to be made about the identification, evaluation, documentation, registration, or treatment of historic properties in the United States and its Territories; AND products and activities that demonstrate the successful application of acquired proficiencies in the discipline to the practice of historic preservation B. I possess a graduate or higher degree in architectural history, art history, historic preservation, or closely related field, with coursework in American architectural history.

Have a Masters degree in Landscape Architecture with demonstrable course work in the principles, theories, concepts, methods and techniques of preserving cultural landscapes, PLUS a minimum of two (2) years of full-time professional experience applying the theories, methods and practices of Landscape Architecture that enables professional judgments to be made about the identification, evaluation, documentation, registration, or treatment of historic properties in the United States and its Territories; AND products and activities that demonstrate the successful application of acquired proficiencies in the discipline to the practice of historic preservation

Have a four-year or five-year Bachelors degree in Landscape Architecture, PLUS a minimum of three (3) years of full-time professional experience applying the theories, methods, and practices of Landscape Architecture that enables professional judgments to be made about the identification, evaluation, documentation, registration, or treatment of historic properties in the United States and its Territories; AND products and activities that demonstrate the successful application of acquired proficiencies in the discipline to the practice of historic preservation.

Physical Demands: The position may require physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather and conditions. Outdoor assignments may be performed in areas that require safety precautions.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
