Duties

Help
  • Develops, coordinates, and evaluates the Region's land survey program;
  • Provides technical assistance to other Lands team members in the preparation of statements of work and review of field products such as survey plats for contracting purposes;
  • Serves as the regional representative on land survey matters with other agencies, private landowners, professional societies, and Federal, State, and local organizations the eight states served by the region.
  • Provides support to parks and contracting by providing scopes or statements of work in preparation of the award of professional land surveying contracts within the region;
  • Services as Contracting Officer Representative (COR)

Qualifications

All qualifications must be met by the closing date of this announcement-01/03/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience.

This position has a positive education requirement. You must submit a copy of your college transcript(s). You must have:

A) Have a Bachelor's Degree in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments; OR

B) Have an equivalent combination of education and experience - courses equivalent to a major in land surveying or civil engineering as described in paragraph A above, plus appropriate experience or additional education; OR

C) Have a current registration as a Land Surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law of Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Unified Model Law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

In addition, To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Planned, coordinated, and directed all phases of conventional land surveying projects, including establishing, investigating and reestablishing land and property boundaries and the preparation of plats and legal descriptions; provided leadership and technical assistance on land surveys involving complex issues such as changing watercourses, distorted prior surveys, extremely high property value, or obliterated monuments; and/or reviewed contracts, prepared specifications, and served as a contract inspector ensuring compliance with land surveying contracts on projects contracted with private firms. Your resume must include hours per week worked.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

Physical Demands: Work is both sedentary and physically strenuous. Requires physical exertion such as walking long distances, long periods of standing, and walking over rough, uneven, and rocky terrain.

Working Conditions: Work is performed in the office and in the field. There may be occasional exposure to adverse weather conditions and to risks associated with field activities that require normal safety precautions and safety equipment typical of such places.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
