Summary

The incumbent serves as the Climate Change Science and Adaptation Coordinator, reporting to the NPS Climate Change Response Program Manager. The position is the lead for fostering and coordinating climate change science and adaptation efforts to support national park managers through program, products, and relationships, engaging scientists and managers in conducting vulnerability assessments and implementing climate adaptation strategies within parks, and collaborating at landscape scales.

Duties

Help

The incumbent supervises and coordinates the work of an interdisciplinary science/adaptation team that assists parks, and other NPS directorates, programs and disciplines in adapting to the effects of climate change. The Science and Adaptation Coordinator works closely with natural and cultural resources staffs, park superintendents, facility managers, planners, and visitor use specialists to assess vulnerability of NPS areas and assets to climate change and develop adaptation strategies. Exercises a full range of program management and supervisory duties for a professional and technical staff, including work planning, priority setting, assigning and reviewing work, and evaluating performance. Translates scientific and other resource-related information on climate change to NPS managers and staff; recommends policy evolution or changes to assist park managers in meeting the NPS mission; addresses climate change vulnerabilities through management plans, adaptation strategies and decisions; and fosters collaboration to build understanding and coordinate landscape-scale adaptation. Develops, promotes, and maintains partnerships to enhance knowledge and best practices on climate change adaptation. Within the NPS and with partners, advises and assists the development of processes, products, tools, and activities to transfer scientific data and other information into sound, rigorous and effective management decisions and actions, including the use of scenarios, structured decision making, and other planning tools. Works closely with communication specialists to incorporate information about climate change impacts and actions into education, outreach, and training programs.

Qualifications

BASIC REQUIREMENT FOR GENERAL NATURAL RESOURCES MANAGEMENT AND BIOLOGICAL SCIENCES SERIES, 0401:

A. EDUCATION: Bachelor's (or higher) degree that included a major study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position.

B. COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major study, as shown in statement A above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.

BASIC REQUIREMENT FOR ECOLOGY SERIES, 0408:
EDUCATION: Bachelor's (or higher) degree that included a major study in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

GS-14:
Specialized Experience: Applicants must have at least one year of specialized work experience equivalent to the GS-13 grade level in the Federal service performing the following:
1) providing strategic direction and staff oversight in developing and applying climate change science, such as climate change projections, vulnerability assessments, adaptation strategies and decision support tools in the context of federal land and resource management, and from site level to landscape scale partnerships; 2) performing functions related to natural resources management and/or biological sciences advising on, administering, supervising, or performing research or other professional and scientific work in any of the fields of science concerned with living organisms, their distribution, characteristics, life processes, and adaptations and relations to the environment; 3) involving advisory, research, analytical, or other professional work in the science of ecology; and 4) applying professional theories, principles, practices, and techniques in the broad area of natural and cultural resource management.

TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants who are in a current GS position or have held a GS position any time in the previous 52 weeks (one year) must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks (one year) at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application (e.g. Promotions, STEP Increases, etc.). No award SF-50 will be accepted. Note: Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.


There is no substitution of education for experience at the grade level of this announcement.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Physical Demands: The majority of the work requires no unusual physical activity. Normal activities include sitting, standing, working in an office or meeting environment, or travel by motor vehicle or commercial aircraft. Field situations may involve travel and work in low flying fixed or rotary wing aircraft, off-road vehicles, horseback, or walking long distances over rough terrain during inclement weather.

Working Conditions: The majority of work occurs in an office or meeting setting. Considerable travel via motor vehicle or commercial aircraft is required. Overnight lodging at commercial facilities as well as attending meetings or temporarily working in other agencies' offices or locations is required. Overnight as well as short sustained living in backcountry or wilderness situations may be required. Incumbent is expected to perform all duties in a safe manner consistent with all applicable department and service safety standards, as well as ensure a safe working environment for all personnel supervised.

The National Park Service has determined that the duties of this position are suitable for situational telework subject to supervisor approval.
