Provides day-to-day and strategic project leadership, working with Directors, Branch Chiefs, and stakeholders to effectively execute projecs to deliver cutting-edge capabilities using innovating process and creative thinking. Provides IT Strategy, and executes against strategic plans in order to provide Application Development and Operations using DevSecOps and Agile methedologies that provide business value on a continuous basis. Proactively identifies, reports, and recommends solutions to operational risks and systemic mission issues, and continuously seeks and implements improvements and innovations that increase operational efficiency and effectiveness. Resolves significant, controversial and/or otherwise highly charged situations; serves as a liaison to high-ranking personnel within GSA, other federal agencies, and private industry; conveys information regarding project activities, GSA policies and goals; reviews and/or prepares highly technical reports on complex matters which have widespread impact on current and/or future projects/programs; serves as a coordinator and representative for major IT project issues involving other organizations; provides advice, comments, and recommendations; review of project activities to identify problems and recommends corrective measures or alternative approaches for implementation; works with technical experts within GSA, the federal government, and private industry to develop a coordinated approach to unique problems. Works collaboratively with a variety of stakeholders, partners, subject matter experts on government wide teams and collaborations as appropriate in order to facilitate software development programs across various government engineering and product teams.

The GS-14 salary range starts at $114,590.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:
IT SPECIALIST COMPETENCY REQUIREMENTS:
SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience providing IT project management, client advocate, and/or principal liaison to organizations; leading and directing IT projects in a senior level management office; leading matrixed teams implementing cloud and emerging technology solutions and initiatives, including the identification, introduction and maturing of innovative technologies and best practice processes; lead legacy IT systems towards transition, modernization and transformation using Agile development methodologies and serving as a Scrum Master or Agile Coach; and providing advise and guidance in emerging technologies and processes to include Cloud and Mobile solution, Identity and Access Management, Robotic Process Automation, Blockchain, DevOps and Scaled Agile.
