These positions are located in Lake Mead National Recreation Area, in the Resource Management and Visitor Services Division, Exotic Plant Management Team in Boulder City, Nevada. Please visit find a park for additional park information.

Under this announcement, we are accepting applications from: 1. Current career or career conditional competitive service employees with the Department of the Interior; 2. CTAP Eligibles; and 3. Current or former time-limited employees eligible under the Land Management Workforce Flexibility Act (LMWFA).

These are Career-Seasonal positions and subject to release and recall procedures. A permanent career-seasonal positions includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. As such, selectees will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectees are guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical season for Lake Mead National Recreation Area is July through May, but can be variable during these months due to project requirements or weather conditions.

Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

Duties

Help

Leads a field squad that is responsible for conducting exotic plant control involving the use of chainsaws and herbicide application. Instructs crews on standard procedures, implements treatments, collects and organizes field data. Communicates effectively with supervisors, subordinates and co-workers. Leads a multi-person field crew implementing labor intensive natural resource related projects. Develops effective professional working relationships with internal and external partners. Conducts exotic plan inventories and performs post treatment monitoring following exotic plant control. Collects and enters field data into appropriate computer programs and assists crew supervisor with data analysis. Provides project reconnaissance and development through site visits. GPS data collection, and communication with collaborating agency's personnel. Completes projects follow-up reconnaissance/treatment and determines treatment efficacy and recommends beneficial changes to treatment techniques. Safely handle, transport, mix and apply herbicides to target weeds according to label restrictions. Operates, repairs and maintains various herbicide sprayer application equipment. Safely operates, repairs and maintains chainsaws while conducting natural resource related projects. Removes exotic trees, brush and weeds using chainsaws, power brush cutters and hand tools such as axes, hatchets, machetes, and handsaws.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • You will be required to operate a government vehicle, therefore, must be able to acquire and hold a valid state Driver's License. If selected, a three (3) year driving history check will be required.
  • You will be required to complete training and operate a four-wheel drive vehicle.
  • You will be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to travel and/or backcountry camp overnight away from home up to 14 days per month.
  • You will be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for these positions is conducting exotic plant control projects in remote natural settings; identifying target exotic plant species from desirable native plant species; collecting exotic plant control data and records according to standard protocols; surveying and mapping exotic plant populations using GPS handheld devices; handling and applying herbicides; and operating chainsaws while conducting natural resource related projects. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months/years, hours per week worked and salary to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

There is no substitution of education for experience at the grade level of this announcement.

Physical Demands: The duties of the position require that the employee be in good physical condition. Considerable time will be spent in driving, hiking in hazardous terrain, and using tools and equipment. The work requires strenuous physical activity, including periods of standing, walking, climbing and lifting and carrying heavy objects. Some time will also be spent in an office environment reviewing files, data, and transcribing information. Mental alertness and stability, and tact are required.

Working Conditions: This position is predominately field oriented, working in a desert and mountainous climates with temperature ranging from mid-20 to highs of 120. Topography will range from flat to rugged, precipitous mountains. Work does include some standard office environment periods for planning, and data entry/analysis. Work requires frequent extended travel away from home and includes camping in backcountry conditions. Flying in fixed wing aircraft and helicopters is possible.
