Summary

The National Park Service is currently looking to fill temporary positions of Biological Science Technicians (Plants), GS-0404-04 and GS-0404-05 to assist permanent staff with biological field work.

These positions are Full-Time temporary positions not-to-exceed 1039 regular hours (about 6 months) in a service year. Positions may be terminated sooner or extended depending on management needs. Individuals selected under this vacancy announcement are eligible for the possibility of extensions or rehire in subsequent service years. These positions have no promotion potential; if you want to be considered for a higher grade, you must apply for the higher grade.

The typical seasonal entry-on-duty period is April or May - September, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty may start as late as: July 2018

Duties

Help

At the GS-04 level:

  • Performs routine and recurring testing of collected samples. Records all data collected and ensures adequate quality control. Makes field observations of natural resource conditions. Provides results to higher-level specialists for analysis.
  • Utilizes a variety of computer programs to compile, reduce, store, retrieve, and report data and other resource management information, including natural science research and long-term monitoring projects. Installs, operates, and maintains resource management equipment. Prepares a wide variety of recurring correspondence, internal reports, and other documents. Establishes, updates and maintains office records and assists in the efficient operation of the office.
  • Provides logistical support and area orientation. Inventories, calibrates and/or orders equipment and supplies.
At the GS-05 level:
  • Conducts routine and recurring resource monitoring programs for evaluating rare, threatened and endangered plant species, vegetation communities, population dynamics, ecosystem relationships, and public health/safety issues. Carries out a wide variety of field activities in support of such programs as the control of non-native and invasive plant species and enhancement of native plant populations. Activities may include inventory and assessment, habitat restoration and threat mitigation, and application of herbicides. Makes field observations of plant conditions and provides preliminary determinations on conditions/problems to professional staff for use in planning, protection and mitigation activities. Participates in revegetation activities such as site preparation, transplanting, seeding, and applying mulch or erosion mats.
  • Utilizes databases to enter and organize collected field data and uses standard statistical methods in the preparation of draft reports; enters and retrieves data from a geographic information system (GIS) and other information management systems; uses a variety of computer software programs to prepare graphs, charts and illustrations for reports and technical publications.
  • Recommends modifications to field activity procedures to accomplish project objectives; and prepares draft reports and correspondence relating to field activities and results. Provides logistic support and area orientation for contract or cooperating scientists; and provides technical information to cooperators regarding past and ongoing field activities in their specialty area.
  • Provides advice, assistance, and training to lower graded technicians, volunteers, and/or YCC enrollees in gathering field data, including proper and safe handling of equipment and tools and operation of motorized vehicles and water craft.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • Uniformmay be required to worn and if so comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home up to 1 night per month. You must complete training and obtain a government charge card for travel purposes.
  • Minimum Age Requirement: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

To qualify at the GS-04 grade level: must possess at least one of the following qualifications by 01/24/2018:

EXPERIENCE: At least 6 months of general experience and 6 months of specialized experience comparable in scope and responsibility to the GS-03 level or higher in the Federal service (obtained in either the public or private sectors). General experience is any type of work that demonstrates your ability to perform the work of the position, or experience that provides a familiarity with the subject matter or processes of the broad subject area of the occupation. Specialized experience demonstrates the knowledge, skills, and abilities to successfully perform the duties of a Biological Science Technician. Examples of specialized experience include but are not limited to: performing basic vegetation inventories, studies, and surveys; assisting in routine and recurring resource monitoring programs for plant species and vegetation communities; assisting in controlling non-native and invasive plant species and enhancement of native plant populations (which may include inventory and assessment, habitat restoration and threat mitigation); participating in revegetation activities (such as site preparation, transplanting, seeding, and applying mulch or erosion mats); making routine and recurring field observations of plant conditions and providing input on conditions/problems; and inputting/retrieving vegetation data using computers and global positioning systems (GPS). You must include hours per week worked.

EDUCATION: Successful completion of at least two years of study above high school that included at least 12 semester hours in any combination of courses in scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture or mathematics. At least 6 semester hours of courses must be directly related to the position (such as botany). You must include transcripts.
-OR-
Successful completion of a COMBINATION of education and experience as described above. For example, 3 months of general experience and 3 months specialized experience (50% of the experience), and one year of education above high school which includes 6 hours of scientific or technical courses and 3 hours of directly related coursework (50% of the education) would qualify an applicant for this position. The total percentage must equal at least 100 percent to qualify. You must include transcripts.

To qualify at the GS-05 grade level: must possess at least one of the following qualifications by 01/24/2018:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include but are not limited to: conducting routine and recurring resource monitoring programs for plant species and vegetation communities; performing a variety of field activities to control non-native and invasive plant species and enhancement of native plant populations (which may include inventory and assessment, habitat restoration and threat mitigation and application of herbicides); performing revegetation activities; making field observations of plant conditions and providing preliminary determinations on conditions/problems; inputting/retrieving data from a geographic information system (GIS) and other information management systems; and using standard statistical methods in the preparation of draft reports. You must include hours per week worked.

EDUCATION: Successful completion of at least 4 years of education above high school (120 semester hour or 180 quarter hours) leading to a bachelor's degree with major study or 24 semester hours of course work in a related field of scientific or technical study, such as in biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least 6 semester hours of courses must be directly related to the position (such as botany). You must include transcripts.

Successful completion of a COMBINATION of education and experience as described above. NOTE:Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting this requirement. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to 1 year of specialized experience. For example, 6 months of the specialized experience (50% of the experience requirement), and 3 years of college study from an accredited institution which included at least 12 semester hours of related coursework as specified above, and at least 3 semester hours directly related to the position such as in botany (50% of the qualifying education). The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

ADDITIONAL SELECTIONS: This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The work requires physical exertion such as regular and recurring walking, hiking, or climbing over wet, rough, uneven, or rocky surfaces; bending; crouching, stooping, lifting or reaching to observe, collect, or record field data; or in some situations the work may require physical exertion to scuba dive or operate a boat. Heavy items (e.g., equipment and packs up to 50 pounds) must be lifted and carried on a routine basis.

Working Conditions: The work is performed in an office, laboratory, and in the field. The work performed involves regular and recurring exposure to extreme weather conditions and terrain, pesticides, poisonous plants, biting insects, and wild animals. Laboratory work may involve exposure to hazardous chemicals.

Telework: The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
