Summary

This position is located in Yosemite National Park, in the Resources Management and Science Division. Please visit find a park for additional park information. This is a permanent Career/Career-Conditional appointment. It is a Career-Seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. As such, selectee will be in a non-pay/non-duty status for at least 2 weeks, and up to 6 months per year based on project requirements or weather conditions. Selectee are guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment.

Help

The incumbent is responsible for the development, management, coordination, and implementation of the Geographic Information System (GIS) for the park. The incumbent will design, develop, and manage GIS databases and data base management system, including conversion of thematic source maps, digitizing mapped information, importing existing digital data, and converting data. The incumbent will manage and integrate a variety of GIS and data base management software, implement data documentation procedures and distribution. The incumbent will enhance park-wide capability and provide leadership, training, and instruction to staff in the use of GIS applications and related technology.

Duties will be developmental in nature when filled below the full performance level.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work evenings, weekends, holidays, and overtime.
  • This position has a mixed work schedule based on the varying workload, and your work schedule is subject to change from part-time to full-time to on-call as workload dictates.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

To meet qualify for this position at the GS-9 or GS-11 grade level, you must possess at least one of the following Basic Qualifications by close of the announcement.

To meet Basic Qualifications in the GS-0150 Geography series you must meet one of the following requirements:

A. Have a bachelor's or higher degree in geography or a related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included 24 semester hours in geography or related fields. NOTE: You MUST include a copy of your transcripts at the time of application to document my educational accomplishments.

B. Have an appropriate combination of education and experience-education equivalent to one of the majors shown in "A" above that included 24 semester hours in geography or related fields, plus appropriate experience or additional education. NOTE: You MUST include a copy of your transcripts at the time of application to document my educational accomplishments.

To meet Basic Qualifications in the GS-0401 Biology series you must meet one of the following requirements:

A. Have successfully completed a full four-year course of study leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to this position. B. Have an appropriate combination of education and experience that included course work equivalent to a major (i.e.; 24 semester hours)in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to this position; PLUS appropriate experience or additional course work. The quality of the combination demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. To meet Basic Qualifications in the GS-1301 Physical Scientist series you must meet one of the following requirements:
A. Have a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science (such as physical geography, hydrology, geomorphology, watershed science or soil science) and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. NOTE: You MUST include a copy of your transcripts at the time of application to document my educational accomplishments.

B. Have an appropriate combination of education and experience-education equivalent to one of the majors shown in "A" above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. The quality of the combination demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. NOTE: You MUST include a copy of your transcripts at the time of application to document my educational accomplishments.

Additional Qualification Requirements

GS-9: In addition to the Basic Requirements for each series, you must possess one of the following Additional Qualifications to qualify at the GS-09 level. Your answers will be verified against the information you provide in your resume and application.

A. Have completed 2 years of progressively higher level graduate education leading to a Master's degree or Master's degree or equivalent graduate degree that provided me with the knowledge, skills and abilities necessary to perform the work of this position in the series in which I have claimed my basic eligibility above. B. Have completed one full year of specialized experience equivalent to a GS-7 in the federal service that has provided me with the particular knowledge, skills, and abilities to perform successfully the duties of this position, in the series in which I have claimed basic eligibility above and as described in this job announcement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

Physical Demands:The work is often sedentary but field work occasionally requires some physical exertion such as long periods of standing, walking ove rough, muddy, uneven, swampy or mountainous terrain; recurring lifting of moderately heavy items weighing up to 50 pounds. Computer work is sedentary, which entails the ability to concentrate and use computers for long periods of time.

Working Conditions: Work is primarily performed indoors in a climate controlled office environment. Outdoor work may occur in hot, cold, humid, or dry weather conditions. Outdoor work may also be required during periods of rain, snow, sleet, fog or other adverse weather conditions.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
