Help

This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Immediate Office of the Secretary, headquartered in Washington, District of Columbia.

Serving as senior advisors to HHS leadership on product delivery, technology modernization, service improvement, organizational transformation, and strategic execution, including representing HHS in interagency and external engagements.

Fellow assignments may include responsibilities in the following areas:
Enterprise Product, Portfolio, and Delivery Leadership Leading product operating models, portfolio governance, enterprise roadmaps, prioritization, delivery planning, product lifecycle management, agile delivery, performance measurement, and
continuous improvement across major HHS initiatives.

Customer, Patient, and Public Experience
Ensuring that the perspectives of customers, patients, beneficiaries, caregivers, providers, partners, and the public are reflected in HHS decision-making through stakeholder engagement, user research, co-design, human-centered design, service design, accessibility, plain language, and continuous feedback.

Technology Modernization, Artificial Intelligence, and Innovation
Overseeing digital modernization, platform improvement, technical debt reduction, emerging technology adoption, artificial intelligence implementation and governance, innovation initiatives, and processes to assess the safety, effectiveness, accessibility, usability, and trustworthiness of digital products and services.

Organizational Operations and Strategic Execution
Managing workforce planning, recruitment, onboarding, professional development, organizational effectiveness, budget execution, acquisition planning, contract oversight, vendor performance, compliance coordination, risk management, and executive decision support.

Senior Advisory and External Engagement
Serving as senior advisors to HHS leadership on product delivery, technology modernization, service improvement, organizational transformation, and strategic execution, including representing HHS in interagency and external engagements.

GS-0601-General Health Series, Individual Occupational Requirements


Education: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

GS-0685 - Public Health Program Specialist Series, Individual Occupational Requirements:

Have specialized experience that provided:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

GS-2210- Information Technology Management Series, Individual Occupational Requirements
Applicants for the 2210 Information Technology Management series at the Grade 12 and Above (GS or Equivalent) grade level must have Information Technology (IT) related experience which demonstrates proficiency in the following competencies:

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
