Summary

This position is located in the Planning Division of the Denver Service Center. Help

The major duties of the Interdisciplinary Geographic Information System (GIS) Specialist include, but are not limited to, the following:

  • Develops, manages, coordinates, maintains, and implements geospatial and other database management systems in accordance with NPS national data standards.
  • Prepares, creates, and maintains a wide variety of professional mapping and cartographic products, primarily using ArcGIS, in support of developing park plans and studies.
  • Coordinates, develops, and maintains professional relationships with park, region, and WASO program offices; other public agencies and private institutions to facilitate GIS data procurement and cooperation on a variety of planning projects.
  • Accountable for the quality of technical analysis and ensures the delivery of assigned key project tasks in accordance with project agreements and annual production goals.
  • Seeks and utilizes best practices, data, and diversity on input to analyze and make recommendations to support sound planning decisions.
Duties will be developmental in nature when filled below the full performance level.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes all of the following: (1) Using Geographic Information System (GIS) software to process, create and maintain data for the design, creation, and revision of maps, charts, and related cartographic products and geospatial databases to support planning and management of public lands; (2) Interpreting a diverse array of GIS applications so they may be easily understood and applied throughout the planning process. You must include hours per week worked.

-OR-

EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. You must include transcripts.

-OR-

Successful completion of a combination of education and experience as described above. You must include your resume with hours worked per week annotated, as well as transcripts.

To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes all of the following:(1) Advanced experience using Geographic Information System (GIS) software to process, create and maintain data for the design, creation, and revision of maps, charts, and related cartographic products and geospatial databases to support planning and management of public lands; (2) Defining long-term GIS and data needs for planning; (3) Leading others in formulating strategies to meet needs and resolve complex and controversial planning and management issues utilizing GIS and other technologies; (4) Providing instruction to others in the proper use of cartographic products and geospatial data. You must include hours per week worked.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work is often sedentary but field work occasionally requires some physical exertion such as long periods of standing, walking over rough, muddy, uneven, swampy or mountainous terrain; recurring periods of bending, crouching, stooping, stretching, reaching or similar activities; and recurring lifting of moderately heavy items weighing up to 50 pounds. Computer work is sedentary, which entails the ability to concentrate and use computers for long periods of time.

Working Conditions: Work is primarily performed indoors in a climate controlled office environment. Outdoor work may occur in hot, cold, humid, or dry weather conditions. Outdoor work may also be required during periods of rain, snow, sleet, fog or other adverse weather conditions.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
