This position is located in the Human Resources Section of the Executive Office (EXO) within the Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission. Within EXO, the Human Resources Section manages all human resources services, including staffing, classification, training, benefits, and payroll. The Antitrust Division is seeking to fill a Human Resources Assistant (OA), GS-0203-8/9 position in the Human Resources Section. The Antitrust Division of the Department of Justice works in the public interest to promote a competitive and productive American economy. The Division's work ranges over the entire spectrum of the U.S. economy. Its merger and civil enforcement cases can affect the structure and performance of an entire industry and its criminal enforcement detects and punishes white-collar antitrust crimes that rob American consumers. The Division enforces federal antitrust law, pursuing price-fixing and market allocation schemes, investigating mergers that may substantially reduce competition, and investigating other potentially anti-competitive conduct. The highest priorities of the Division are preventing anti-competitive mergers and acquisitions, curbing abuse of monopoly power, and prosecuting criminal bid-rigging and price-fixing cases. As a Human Resources Assistant, responsibilities of this position will include, but are not limited to:

  • Processes the full range of personnel/pay actions of a complex nature, such as special appointments.
  • Serves as troubleshooter and resource person for a variety of complex processing and associated situations.
  • Uses office automation systems and databases such as National Finance Center (NFC), Empower and HRIS to input, update, correct, or retrieve complex information.
  • Conducts training for the Human Resources Assistants.
  • Provides information and advice on proper coding and the methods used to process complex personnel and associated actions.

Qualifications

To qualify for this position at the GS-8 level, your resume must reflect at least one year of specialized experience equivalent to the GS-7 level. Specialized experience is experience that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled. This experience must be identified in your resume.

SPECIALIZED EXPERIENCE:

1. Experience with processing and coding a variety of federal personnel actions and position data;
2. Experience with researching and troubleshooting complex personnel actions from federal automated personnel/payroll systems; and
3. Experience with presenting content to a variety of audiences (i.e., new hire orientations).

To qualify for this position at the GS-9 level, your resume must reflect at least one year of specialized experience equivalent to the GS-8 level. Specialized experience is experience that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled. This experience must be identified in your resume.

SPECIALIZED EXPERIENCE:

1. Experience advising and providing comprehensive procedural guidance to managers and supervisors in the areas of human resources programs (i.e. volunteer intern program, separations, and payroll actions); AND
2. Experience identifying and resolving processing problems involving legal authority and nature of action codes; AND
3. Experience with presenting content to a variety of audiences (i.e., new hire orientations); OR
4. Experience with researching and troubleshooting complex personnel actions from federal automated personnel/payroll systems; OR
5. Experience conducting training for Human Resources Assistants.

OR

Education: Master's (or equivalent graduate degree such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position.

OR

Two (2) academic years of progressively higher-level graduate education in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position.

OR

A combination of education and experience as stated above.

All academic degrees and course work must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
