This position works in the Facility Management (FM) Division of Pacific West Region (PWR). The PWR consists of over 60 National Park Units in the six States of CA, NV, OR, ID, WA, HI as well as the three US Territories of American Samoa, Guam, and the Northern Mariana Islands.

The position is responsible for management of the Line Item Construction (LIC) Program in PWR parks as well as overseeing all PWR submissions to the Investment Review Board (IRB).

The position works with Park Superintendents and Project Managers in preparing and making project presentations to the IRB. Annual construction funding for the LIC program in PWR ranges between $10-50+ million.

The position manages diverse and complex projects ranging from new construction and/or major rehabilitation of visitor centers, employee housing, offices and maintenance shops, monuments, utility systems, water and wastewater treatment plants, historic building and ship restorations, and landscape restoration projects. Program management requirements include oversight on managing funds for construction and professional service consultant contracts and ensuring the timely obligation of planning and construction funds.

The position supervises four to seven professional program staff.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Qualifications

To qualify for this Interdisciplinary position candidates must meet at least one of the Basic Requirements and the Selective Factor and the Specialized Experience requirements.

BASIC REQUIREMENT:

Landscape Architect, GS-807
Possess a bachelor or higher degree in landscape architecture or landscape design.-OR-Possess a combination of education and experience. For each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. Non-degree applicants typically must have experience or study that included site planning; layout of circulation patterns; grading and drainage plans; planting plans; collaboration with architects and/or engineers; and the supervision or review of landscape construction. NOTE: The following kinds of experience are not acceptable as professional landscape architectural experience: routine drafting or developing of plans where original investigations or designs are not involved; laying out or executing illustrations in black and white or in color; nursery work involving the propagation of trees, shrubs, vines; experimental horticultural, or landscape, gardening; breeding, testing, propagation, culture, and production of plants, flowers, trees, or corps; forestry work involving management of forest resources for the continuous production of timber, water, forage, and other forest values; architectural and engineering work limited to design of structures; work in city and community planning that relates primarily to the broad social and economic growth of cities and communities and the organization of community services and facilities.

Architect, GS-808
Possess a bachelors or higher degree from an accredited college or university in architecture or a related field that included 60 semester hours of course work in architecture or related disciplines, of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, environmental control systems, or will complete my degree prior to entry on duty.-OR-Possess a combination of education and experience, college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction of improvement of buildings. The adequacy of such background must be demonstrated by at least ONE of the following: 1) Related curriculum: A degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified above. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. 2) Experience: an applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college course, 5 years of such experience is required. Experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

Civil Engineer, GS-810
Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in professional engineering or a related field of study. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.-OR-Possess a combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional Registration; OR successfully passed a written test such as the Engineer-in-Training (EIT) examination, or the written test required for professional registration; OR successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements;-OR-Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (Examples of related curricula are not all-inclusive).

This position requires a selective factor of the following: Current Professional Engineer or Architecture License in Civil Engineering, Landscape Architecture, or Architecture. GS-13: Applicants must have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service. Qualifying specialized experience for this position includes experience such as work with complex multi-disciplinary design and construction projects; provide leadership in the study, investigation, and resolution of design, scheduling, construction, priority setting, material, sequencing, staffing, financial, and/or budget problems to achieve program goals.

Education

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Physical Demands: The work involves a variety of physical activities depending on the particular assignment including walking, bending, sitting, stooping and standing as necessary to complete assignments on rough terrain and inclement weather. Oversight travel within the Region as well as to Denver, CO and Washington, D.C. Is required.

Work Environment: The work is performed in a variety of settings depending on the nature and location of particular tasks. That can range from outdoor settings, on steep and rough terrain, and in harsh weather to a highly structured office environment.
