Help

  • Manages a work force that performs HVAC operations and maintenance, plumbing, electrical repairs, interior and exterior painting, woodcrafting/cabinet making/carpentry, masonry repairs, locksmithing, grounds maintenance, pest management, motor vehicle operations, small engine repairs, trash collection and disposal, and custodial services.
  • Supervises staff who develop and manage facility service contracts. Provides input to the content of contract specifications. Advises and directs staff addressing difficulties that arise during the solicitation and implementation phases of contracts.
  • Fulfills all supervisory human resources responsibilities associated with managing a department of 50 permanent and seasonal employees from a variety of grades and job series.
  • As a member of the park leadership team, meets and communicates with first-, second-, and third-line supervisors and other subject matter experts from the park staff to plan, schedule, and direct maintenance operations and support special events. Communicates frequently with contacts outside the park, such as regional National Park Service program managers, counterparts at other parks, and representatives of park partner organizations and commercial or municipal utility providers.
  • Advises the Park Superintendent and Chief of Asset Preservation and Maintenance on the resourcing, organization, and effective employment of staff working in various building trades (mechanical/electrical/plumbing, HVAC, wood working, masonry, painting) and the functions of grounds, motor vehicle operations, and custodial.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to twice per year. You must obtain a government charge card for travel purposes.

Qualifications

All qualifications must be met by the closing date of this announcement-03/12/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience that is equivalent to at least the GS-12 level in the Federal Service that includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military installations, or educational campuses, with a portfolio consisting of multiple buildings, utilities infrastructure, roads/walkways/trails and maintained landscapes. Examples of qualifying specialized experience include the following: (1) Performing the full range of supervisory human resource responsibilities, including performance management, evaluation, counseling, training, awards, discipline, conflict resolution, position management, position description, hiring, and removal; (2) Planning and scheduling operations and maintenance activities such as preventive maintenance of heating and cooling systems, electrical troubleshooting and repairs, plumbing repairs, interior and exterior painting, woodcrafting/carpentry, pavement maintenance, masonry repairs, landscaping, turf maintenance, tree care, custodial, trash collection, transportation, vehicle fleet operations and maintenance, snow removal, storm recovery, and special event support; (3) Managing contracted services. This included reviewing project plans and specifications, evaluating contractor proposals, observing and evaluating contracted work for conformance with plans and specifications, approving invoices, and tracking expenditures against available funds; (4) Developing a unit operating budget and managing the expenditure of funds.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: Work is partially sedentary in an office setting. At times, walking, hiking, climbing, bending and moderate lifting are required to inspect job sites and interact with staff, visitors, contractors, and other contacts.

Working Conditions: The work involves regular and recurring exposure to moderate risks and discomforts associated with the inspection of park infrastructure and equipment. There are occasions of exposure to risk situations including rooftop and confined space inspections and inclement weather. Occasional travel is required.

The National Park Service has determined that the duties of this position are suitable for intermittent telework and the selectee may be allowed to telework with supervisor approval.
