Help

The primary duties at the full performance level are:

  • Provides acquisition services by planning and negotiating complex purchases in supplies, services, construction, and/or architect-engineering.
  • Performs contracting work through use of negotiation techniques. Prepares a written request for proposal, publicizes the requirement, issues the solicitation package, analyzes offers received, prepares negotiation positions, evaluates technical and cost proposals, negotiates cost, fee, or profit as well as technical issues, and/or enters a formal contract with the offeror.
  • Provides consultation for post-award contract administration. Negotiates contract modifications and the terms and costs of contract changes.
  • Makes contractual determinations based on current policies concerning complex issues and/or controversies arising from contracts.
  • Acts as a contractual authority at a variety of industry meetings. Conducts post-award conferences as required.

Qualifications

BASIC QUALIFICATION REQUIREMENTS:
Applicants must first meet the basic education requirement as described by either A or B listed below:
A. A 4-year course of study leading to a bachelor's degree with a major in any field; -OR-
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exception: If you are a current Federal employee and have been in a GS-1102 position continuously since January 1, 2000, and have at least one year of specialized experience equivalent to the next lower grade level, you will be considered to have met the basic requirement.

ADDITIONAL REQUIREMENTS: In addition to the basic education requirement described above, you must possess the following experience/education as described below.

GS-11: In order to qualify for the GS-11 grade level, your resume must reflect one year of specialized experience equivalent in complexity and difficulty to at least the GS-09 grade level in Federal service; OR 3 full academic years of progressively higher level graduate education; OR Ph.D. or equivalent doctoral degree.

Specialized experience for GS-11: experience preparing solicitations to procure standardized supplies or services; negotiation or administering contracts that are well defined or well-precedented; administering firm fixed price, indefinite delivery/indefinite quantity, or other contracts of similar complexity; performing tasks such as analyzing allowable costs and making recommendations, performing basic analyses for firm fixed price or similar contracts when historical pricing data and precedents are available.

Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

GS-12: In order to qualify for the GS-12 grade level, your resume must reflect one year of specialized experience equivalent in complexity and difficulty to at least the GS-11 grade level in Federal service.

Specialized experience for GS-12: experience performing a wide range of contracting methods; specifically, methods outlined under FAR parts 12 - Acquisition of Commercial Items, 14- Sealed Bidding, 15- Contracting by Negotiation and 36 - Construction and Architect-Engineer Contracts, and contract types to plan and implement pre-award and post-award procurement actions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 03/01/2024.

Education

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.   • Occupational Interaction Assessments (OIA): This assessment measures the Accountability, Attention to Detail, Customer Service, Flexibility, Influencing/Negotiating, Integrity/Honesty, Interpersonal Skills, Learning, Self-Management, Stress Tolerance, and Teamwork competencies. The competencies measured are specific to each series and grade.
The assessment includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered.
