Duties

Help

Individuals selected for this position will perform a variety of duties related to property and fleet management. The incumbent will manage various phases of property and fleet such as conducting property inventories. Collects needed information, establishes the facts, analyzes findings, and takes action for standard situations, works to account for property in assigned functional areas, and participates as a team member in finalizing reviews. The incumbent will provide direction and advice to the Accountable Property Officer and custodial and liaison officers by advising on procedures for marking and maintaining accountability of property. Ensures adherence to established standards for property acquisition, utilization, accountability, and disposal. The incumbent prepares reconciliation reports and makes necessary data base corrections to bring electronic records into agreement with verified inventories. The incumbent will be responsible for purchasing equipment, supplies and materials for the park. The incumbent will serve as a receiving officer by checking items against acquisition documents. The incumbent will track lost and found and establish disposal records. Cape Lookout National Seashore preserves 56 miles of North Carolina 's Outer Banks which includes a lighthouse, wild horses, and two historic villages. Most of the park is located on four barrier islands accessible only by boat. Park offices, with beautiful waterfront views of Core sound, are located on Harkers Island which is connected to the mainland by roads and bridges. Harkers Island and other nearby small surrounding communities have a variety of residences for rent or sale where basic services and elementary schools are available. The historic town of Beaufort (population of 4,199 census 2016) and Morehead City (population of 9,402 census 2016) have all the necessary conveniences including a hospital, high schools, and a community college. North Carolina 's Crystal Coast is a popular tourist destination location offering a wide variety of year-round recreational opportunities including fishing, boating, swimming, and golfing. It is an area of fantastic sunrises and sunsets, friendly people, commercial fishing, and fresh seafood. The climate is temperate with warm summers with an average air temperature of 80 degrees and mild winters with an average air temperature of 45 degrees. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.   • You may be required to complete training and operate a four-wheel drive vehicle.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work evenings, weekends, holidays, and overtime.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 1-5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-05/30/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-06 grade level, you must possess following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Specialize experience is overseeing supply functions including receiving incoming supplies, materials, and equipment checking items against acquisition documents for completeness and resolving discrepancies with the Contracting Officer or shipping companies. Ensuring that property is appropriately marked to identify it as government property. Entering property information into automated systems. Conducting property inventories and report of surveys. Tracking property acquisitions, transfers, and disposals. Preparing forms to report and sell excess and surplus property. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: The work is mostly sedentary but also necessitates standing, bending, lifting, and walking to conduct inventories and disposal actions, to retrieve and warehouse stock, and assist with unloading/loading.

Working Conditions: The work is performed in an office setting with some time spent in field locations.
