Duties

Help
  • Perform a wide variety of standardized administrative and clerical tasks in support of two or more human resources functions which may include recruitment and staffing, pay administration, position management, and employee development. (All grades)
  • Process a wide variety of personnel actions by applying laws, regulations, and policies pertaining to each type of personnel action. (All grades)
  • Maintain official personnel records. (All grades)
  • Serve as a technical advisor on pay and leave administration issues. (GS-6 level)
  • Explain rules and regulations to people unfamiliar with human resources practices and procedures. (GS-6 level)
  • Complete initial qualification analysis on lower-graded positions. (GS-6 level)

Qualifications

All qualifications must be met by the closing date of this announcement-02/07/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-05 level, you must possess one of the following:

At least one full year of specialized experience equivalent to the GS-04 level in the federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this Human Resources Assistant position at the GS-05 level include providing references to information regarding personnel rules and regulations and policies; reviewing proposed personnel actions for completeness prior to being recorded into an automated personnel data system; and completing recurring task-based workload within at least 1 of the following human resources programs personnel action processing, personnel security/identity management, or staffing/placement.
-OR-
Four years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor's degree from an accredited college or university in any field for which high school graduation or the equivalent is the normal prerequisite.
-OR-
Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined.

To qualify for this position at the GS-06 level, you must possess one of the following:

At least one year of specialized experience equivalent to the GS-05 level in the federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this Human Resources Assistant position at the GS-06 level include utilizing personnel rules, regulations and policies to make sound process determinations; ensuring proposed personnel actions are accurate to prior to being recording into an automated personnel Data systems; completing moderately difficult task-based workload within at least 2 of the following human resources programs: personnel action processing, personnel security/identity management, or staffing/placement.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior­ity selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Selection for this vacancy will be made at the GS-05 or GS-06 grade level. Full performance level is GS-07.
If selected at GS-5 or GS-6, promotion to the GS-7 is at the discretion of the supervisor, the employee completing the time-in-grade and satisfactory performance requirements, availability of higher level work, and availability of funds.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.
