The purpose of this position is to serve as the Deputy Executive Manager, Fish and Wildlife, sharing with the Executive Manager full authority and responsibility for providing direction and leadership in the planning, development, and administration of programs, systems, and work processes.

Help

As the Deputy Executive Manager, Fish and Wildlife , you will:

  • Make major recommendations and decisions which have a direct and substantial effect on the Fish and Wildlife Division.
  • Develop, implement and evaluate program and policies to ensure the timely delivery of products and programs.
  • Set policy for the organization in such areas as determining program emphases and operating guidelines.
  • Plan for long-range staffing needs, including such matters as whether to contract work.
  • Plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work.
  • Make selections for subordinate nonsupervisory positions, and recommends selections for subordinate supervisory positions.
  • Serve as senior policy representative for BPA on Fish and Wildlife mitigation programs, activities, and policies.
  • Negotiate with senior representatives from states, tribes, and other federal agencies on the development or implementation of agreements relating to Fish and Wildlife mitigation issues.

This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management.
If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management.

  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • First time supervisors will be required to serve a 1 year probationary period.
  • This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.

Specialized Experience for this position is defined as: Experience leading a project or team to 1) coordinate fish and wildlife resource issues; 2) develop policies and procedures for implementation of fish and wildlife mitigation responsibilities; AND 3) represent the organization in meetings and negotiations with senior leaders from internal and external organizations.

There is no substitution of education for experience at the GS-14 level.
