Summary

This Grants Management Specialist position is a fully remote position in the Washington Area Support Office (WASO) Cultural Resources, National Native American Graves Protection and Repatriation Act (NAGPRA) Program Division.

The purpose of this position is to perform cradle-to-grave administration, pre-award, award, post-award, and close-out functions in support of various financial assistance programs.

This is a temporary promotion not to exceed 1 year and can be extended up to 5 years.

Help

The major duties of the Grants Management Specialist position include, but are not limited to, the following:

  • Ensure that Financial Assistance Pre-Award activities, such as analyzing risk determinations, performing detailed budget analyses of applications, determining allowability of cost, preparing award documents for execution, follow applicable laws, regulations, and policies.
  • Administer and modify grant agreements, and monitors performance, progress, and expenditure of grant recipients.
  • Perform close out of agreements including reconciling financial information and processes de-obligations when needed.
  • Receive, review, and evaluate all applications for assigned programs to ensure that proposals/agreements conform to law, regulations, bureau and Department of Interior policy, and are consistent with the published Notice of Funding Opportunity.

Qualifications

All qualifications must be met by the closing date of this announcement-07/19/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:

  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors).Experience at this level must include all of the following: 1) Administer financial assistance agreements such as cooperative agreements or grants, from selection to closeout; 2) demonstrate familiarity with working in business management systems such as the Financial and Business Management System (FBMS) and/or GrantSolutions; 3) analyze information, take action, or make recommendations related to grant agreement terms and conditions, budgets, and modifications.

  • EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. You must include transcripts.
-OR-
  • Successful completion of a combination of education and experience as described above. To combine education and experience, first take the education credit; then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work is typically performed in an office setting with no special physical demands. However, work may also be performed in the field which involves periods of walking, bending, climbing, or driving motor vehicles to worksites. The work may also involve some overnight travel for training, meetings, and site visits.

Working Conditions: The work is usually performed in an office setting. However, work time may also be spent periodically visiting field sites. Field site visits are typically performed in either an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around complex features and/or construction, or an industrial setting subject to noise, fumes, and moving machinery. Both settings may require the use of personal protective equipment. Safety precautions and protocols are observed at all times and the incumbent complies with safety instructions and regulations and ensures individual and others' safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor.
