The incumbent of this position is a uniformed law enforcement officer with full delegated law enforcement authority and will be assigned to a large geographical area of public land. Major duties include but not limited to:

  • Assist with planning, implementing, and overseeing the law enforcement program.
  • Enforce Federal laws and State laws and regulations relating to public lands and resources managed by the BLM.
  • Identify and investigate criminal activity occurring on the public lands and apprehend suspects and violators.
  • Serve as the primary representative of BLM to the community. Participate as a member of a multi-disciplinary team in performing work in support of resource management activities.
The duties of this position may require the incumbent to perform on average a minimum of three (3) hours of irregular or occasional overtime work per week. The incumbent is responsible for recognizing, without supervision, the circumstances that require them to remain on duty beyond regular work hours.

  • Position is for young and physically vigorous individuals and is subject to the maximum entry age restrictions.
  • You must maintain a delegation of law enforcement authority.
  • You will be required to meet the medical and physical standards for this position.
  • You may be required to travel overnight occasionally away from home. You must obtain a government charge card for travel purposes.
  • BLM may use certain incentives, currently offered by the Federal government, to attract high quality applicants.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal Service (obtained either in the private or public sectors) performing the following: (1) carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses; (2) assisting with planning, implementing, or overseeing the law enforcement program; (3) preparing/analyzing investigation reports by collecting evidence, witness statements, and other pertinent correspondence; and (4) collaborating with other law enforcement agencies, management, and specialists to implement resource protection and law enforcement procedures.

OR

Education: Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university in a directly related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts.

OR

Combination:
Successful completion of a combination of specialized experience and graduate level education that, when combined, equals 100% of the total requirement. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed above. Then determine the amount of your graduate education in excess of the first two years (36 semester hours) as a percentage of the requirement listed above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts.

SELECTIVE FACTOR: Applicants must meet ALL of the following to qualify. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position:

  • Basic Law Enforcement School: Have successfully completed or will be able to complete Basic Law Enforcement School (with emphasis on natural resources law enforcement) at the Federal Law Enforcement Training Center prior to employment date. You must submit a copy of yourBasic Law Enforcement School Record or other equivalent documentation.
  • Maximum Entry Age: This is a Primary-Rigorous law enforcement position covered under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). The duties of this position are so rigorous that employment opportunities are limited to young and physically vigorous individuals who must meet established physical qualification requirements. This position is subject to the maximum entry age restriction of 36 years old. If you are 37 or older, or will shortly reach your 37th birthday, and have previously served in a federal civilian law enforcement position, you may be exempt from this age restriction. You may also be exempt if you are a preference eligible veteran or if you qualify under the Land Management Workforce Flexibility Act.
Special Requirements:
  • Incumbent must safely utilize firearms, non-lethal weapons, and defensive tactics in the conduct of daily activities. Operates motor vehicles, or special purpose law enforcement vehicles of various types including four-wheel drives, all terrain vehicles, motorcycles, and small watercraft. Must have and maintain a valid motor vehicle operator's license.
  • Must maintain a delegation of law enforcement authority.
  • Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Physical Demands: The incumbent must be able to safely utilize firearms, non-lethal weapons, and defensive tactics in the conduct of daily activities. The work requires considerable strenuous physical exertion, e.g., long periods of standing, crawling, walking and running over rough, uneven, rocky surfaces and through wooded or brush areas, performing these activities day or night, when the incumbent may be required to respond immediately from a sedentary activity to an extremely arduous activity. The duties of this position are so rigorous that a physical examination is required to ensure that the employee assigned can perform the duties without physical injury to self or others. Employees must meet the arduous physical and medical standards identified in BLM law enforcement policy. The incumbent must be prepared, at all times, to defend himself/herself and others against physical and armed attack, including the use of physical violence or, as a last resort, deadly force.

Working Conditions: Work is performed both in an office setting and outdoors with exposure to hazardous and environmentally adverse conditions. Fieldwork is normally performed along in isolated areas and for extended periods of time. Many investigations occur in isolated areas of the public lands. The remote areas are in high mountains as well as desert areas, canyons, and other types of rough terrain. This type of work involves potentially high risks with personal exposure to dangerous situations, including possible physical attack or other uncontrollable conditions. The incumbent is regularly exposed to temperature and weather extremes, and will travel on foot or by specialty vehicles, e.g., four-wheel drives, motorcycles, and all terrain vehicles, aircraft, or horseback to these remote locations to gather evidence and to arrest violators.

Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. See "Other" section for additional information on 2017 Tax Cuts as related to PCS.
