Duties

GS-6 positions will serve as a project leader for natural resource management projects including the following; monitoring and controlling exotic plants; conducting natural resource monitoring programs of rare plants; assessing forest health and treating for forest pests; and conducting extensive beach and dune fieldwork. Duties will include identifying plants; surveying for target invasive plants; collecting field data and recording the data into established or new databases; collecting GPS and GIS data; leading pollinator monitoring work; and controlling invasive plants using hand-pulling, hand tools, power tools, and chemical herbicides. Successful applicants will lead teams that may include NPS seasonal, interns, volunteers, and other agency staff. They may be asked to occasionally lead larger groups of volunteers in projects. Herbicide use and some overnight backcountry camping can be expected. Global positioning systems, aerial photographs, topographic maps, and/or compass may be used in navigation. A portion of time will be dedicated to project logistics and preparatory ground work, data entry, preparation of Field and Project Reports, assisting with the appraisals of seasonal staff and other duties in the laboratory/office setting.

GS-7 positions will also lead multiple field crews organizing, scheduling and executing established natural resource projects with multiple components, staff crews, or programs; training others to accurately follow procedures; determining and implementing exotic plant control efforts; analyzing and providing botanical data for long-term planning efforts; conducting botanical surveys to be used in environmental assessments; developing and implementing site restoration plans, etc.

Physical Demands: The work is partially sedentary with prolonged standing, walking, and bending often required. Heavy items (e.g., equipment and packs up to 50 pounds) must be lifted and carried on a routine basis. Hiking 8 miles daily. Maintaining license and applying herbicide and pesticide.

Working Conditions: The work is performed in an office, laboratory, and in the field. Field work includes exposure to extreme weather conditions and terrain, pesticides, poisonous plants, biting insects, and wild animals. Laboratory work may involve exposure to hazardous chemicals.

  • Several positions working on invasive plant management will require a pesticide applicators certification. This training will be provided by the park unit if the applicant does not hold a valid certification within the state of Michigan by the EOD.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work evenings, weekends, holidays, and overtime.
  • You may be required to travel overnight away from home up to 10 nights per month. You must obtain a government charge card for travel purposes.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-12/13/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-06 grade level, you must possess one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: serving as project lead to implement exotic plant control efforts; analyzing and providing botanical data for long-term planning efforts; conducting surveys to be used in environmental assessments. You must include hours per week worked.
-OR-
EDUCATION: Successful completion of an internship or one full year (18 semester hours or equivalent) of graduate level study that directly relates to the position such botany, plant ecology, forestry, etc. Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. Internships not completed as a part of your educational curriculum, and recorded on your transcript, will not be considered qualifying as education. However, it may be considered qualifying for specialized experience. NOTE: You MUST submit a copy of your transcripts indicating degree earned and credit hours in order to qualify based on education).

Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. NOTE: If you are qualifying based in part, upon education, you MUST submit a copy of your transcripts.

To qualify for this position at the GS-07 grade level, you must possess one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: leading multiple teams organizing, scheduling and executing established natural resource projects with multiple components, staff crews, or programs; training others to accurately follow procedures; determining and implementing exotic plant control efforts; analyzing and providing botanical data for long-term planning efforts; conducting botanical surveys to be used in environmental assessments; developing and implementing site restoration plans, etc. You must include hours per week worked.

EDUCATION: Successful completion of at least one full year (18 semester hours or equivalent) of graduate level study that directly relates to the position such botany, plant ecology, forestry, etc. You must include transcripts.

Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. NOTE: If you are qualifying based in part, upon education, you MUST submit a copy of your transcripts.

Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply.
