Summary

Human Resource Director provides leadership, oversight, supervision and guidance in developing and administering extensive Human Resources Management (HRM)/ Human Capital (HC) program requiring participation in the management decision-making process on all human resources matters. Incumbent has broad program responsibility for HR operations and leadership in development of strategic plans for all HRM/HC programs and initiatives including strategic planning, and federal human resources budgeting.

Duties

Help

Duties include but are not limited to the following:

  • Collaborates with the senior leadership to employ change process concepts and techniques in order to develop strategic HR goals that lead management in change initiatives and that address issues that affect long-range implementation of substantive operational and/or policy programs
  • Conceptualizes and develops Center policy and program directives in the areas of recruitment, placement, position classification, and position management
  • Initiates, plans and conducts studies and surveys to determine the need for new or revised policies and procedures
  • Responsible for the day-to-day management of the organization's HR team
  • Ensures that all facets of the human resources management program are integrated with overall management plans and operations to provide maximum support and assistance to the overall management process and to the strategic goals
  • Develops, implements and leads programs that promote diversity and inclusion
  • Oversees and plans the organization's performance management initiatives
  • Leads and oversees the development and management of Human Capital, (HC) projects/programs and/or reporting requirements, (to Congress, OMB, OPM, EEOC, and others as required by law)

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

Specialized Experience: to qualify you must have at least one (1) year of specialized work experience equivalent to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) performing the following types of duties:

  1. Providing authoritative advice to senior officials and members of top management on human resources program activities;
  2. Leading, coaching, mentoring and/or evaluation of HR teams and professionals;
  3. Providing authoritative advice and guidance on human capital programs (i.e. recruitment, placement, position classification, and position management ); and
  4. Monitoring human resources operations to prevent deficiencies and to verify adherence to quality plans and requirements in order to assure compliance with laws, rules, regulations, policies, directives

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade if you are a current permanent Federal employee. No award SF-50 will be accepted).

Physical Demands: The position is primarily sedentary, although some slight physical effort may be required.


Working Conditions: The position is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
