Summary

The incumbent in the Business Manager position will manage, oversee, analyze, and review all aspects of the Interagency Pass Program, as well as coordinate and collaborate with six agencies across the Departments of Interior, Agriculture, and Defense. The Interagency Pass Program is highly visible and generates over $60 million annually.

Help

The major duties of the Business Manager (Interagency Pass Program) position include, but are not limited to, the following:

  • Identify and evaluate changes in law, regulation, and departmental or bureau policy, and examine any potential alternatives for new pass program policy to ensure that the program operates within all legal requirements.
  • Use analytical and technical experience in program management to conduct in-depth financial analysis of interagency sales trends, central- and program-wide revenue, and expenses.
  • Implement program changes to ensure efficiency, maximize revenue, and reduce costs.
  • Implement procedures based on improved business models and best management practices for a broad range of issues including pass design and technology, issuance and fraud procedures, and interagency coordination.
  • Serve as a member of the interagency workgroup that provides oversight and development of interagency recreation fee policy.
  • Identify and create new opportunities for partnerships, recognizing potential incentives and obstacles.
  • Establish and maintain effective working relationships with officials in other federal agencies, bureaus, Congress, state and local organizations, and the private sector in matters relating to the Interagency Pass Program.
  • Serve as the primary point-of-contact and subject matter expert for all matters related to the Interagency Pass Program.

Qualifications

All qualifications must be met by the closing date of this announcement-10/07/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for the Business Manager (Interagency Pass Program) position at the GS-13 grade, you must meet the following specialized experience by the closing date of this announcement:

  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of:(1) leading or managing an agency-specific and/or Interagency office or program; (2) collaborating and coordinating across multiple layers of government; (3) researching and analyzing changes in law, regulation, and policy; (4) preparing correspondence, reports, standard operating procedures and policies, briefings/presentations, marketing materials and other written communications; (5) planning and organizing meetings and conferences; (6) preparing and managing annual budgets and work plans. You must include your resume with hours worked per week annotated.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Education

There is no substitution of education for experience at the grade level of this announcement.
