This position is responsible for providing human resources services in the area of recruitment and placement. The position will utilize a wide variety of hiring authorizes, both competitive and non-competitive. The incumbent will provide human resources services to employees working in a wide range of occupations series (both General Schedule (GS) and Federal Wage System (FWS) covering permanent, seasonal, temporary, and TERM positions.

The incumbent will be responsible for using automated software programs such as: Federal Personnel and payroll System (FPPS), USA Staffing (vacancy announcement software), eOPF (electronic Official Personnel Folders), eQIP (electronic background investigation software), QuickTime (timekeeping) and other programs.

Duties will be developmental in nature when filled below the full performance level.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

  • TIME IN GRADE: Merit Promotion applicants who are in a current GS position or have held a GS position any time in the previous 52 weeks (one year) must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks (one year) at the GS-05. For a GS-09 position you must have served 52 weeks (one year) at the GS-07. For a GS-11 position you must have served 52 weeks (one year) at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. SF-50(s) that shows your time-in-grade eligibility must be submitted with your application (e.g. Promotions, STEP Increases, etc.). No award or general adjustment SF-50 will be accepted.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 3 nights per month.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-09/16/2021.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

SELECTIVE FACTOR: This position requires an OPM Delegated Examining (DE) Certification. For the GS-07 and GS-09 grade levels, this requirement is not a screen out, however, candidates will be required to train, test and successfully obtain and maintain a DE Certification within 1 year of entry on duty. For the GS-11 grade level the DE Certification is required by the closing date of this announcement or applicants will receive no further consideration for this position and be rated as ineligible.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes work that involves applying human resources rules, procedures, and operations to a variety of personnel program support duties; answering customer inquiries; understanding applicant information to determine appointment eligibility/qualifications; experience using automated personnel systems. You must include hours per week worked.

EDUCATION: Successful completion of at least one (1) full year of Graduate Education, with a major that is related to the duties of this position. You must include transcripts.

COMBINATION: Successful completion of a combination of education and experience as described above. You must include transcripts.

SUPERIOR ACADEMIC ACHIEVEMENT: To qualify, you must have successful completed a bachelor's degree in a field directly related to the duties of this position AND meet one of the following Superior Academic Achievement provisions: (1) Class Standing: rank in the upper third of the graduating class in the college, university, or major subdivision, such as College of Liberal Arts or School of Business Administration, based on the completed courses; OR (2) Grad-Point Average: earn a grade-point average of (a) 3.0 or higher out of a possible 4.0 ("B" or better) based on the average of the required courses completed in the major field, or the required courses completed during the final two years of the curriculum. Note: grade-point averages will be rounded to the one decimal place, for example, 2.95 = 3.0, 2.94 = 2.9, and 3.45 = 3.5; OR (3) Membership in a National Scholastic Honor Society: elected membership in one of the national scholastic honor societies. Freshman scholastic honor societies cannot be used to meet the requirements of this provision.

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped you with the knowledge, skills and abilities needed to successfully perform the duties of this position. For this position, specialized experience includes supporting staffing operations which requires knowledge of technical phases of the recruitment and internal placement of the merit promotion program to include multiple recruiting strategies such as delegated examining unit, direct hire authorities (Schedule A, Veterans Recruitment Appointments); knowledge of OPM regulations used in these recruitment and placement strategies; independently determining qualification requirements for common positions for candidates to include basic qualifications; providing technical support for Human Resource operation work activities such as onboarding as well as coding and processing personnel actions. You must include hours per week worked.

EDUCATION: Successful completion of at least Master's, or equivalent degree, or at least 2 full years of progressively higher level graduate education leading to such a degree in human resources management, public administration, or LL.B or J.D. You must include transcripts.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped you with the knowledge, skills and abilities needed to successfully perform the duties of this position. For this position, specialized experience includes: 1) performing the full range of human resource duties in recruitment and placement AND at least one of the following areas: position classification, position management, pay administration, benefits; and 2) providing technical advice and assistance to hiring managers and employees on a variety of human resources processes and/or procedures. You must include hours per week worked.

EDUCATION: Successful completion of a Ph.D. or equivalent graduate degree or three full years of progressively higher-level graduate education leading to such a degree in human resources management or public administration. You must include transcripts.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: Work performed is sedentary in nature. Work may require walking in offices and similar areas for meetings and to conduct HR work. The work does not require any special physical effort.
