Help

As the Supervisory Public Affairs Specialist (External Affairs Chief) within the Office of Communication and Publishing, some of your specific duties will include:

  • Serving as the strategic communications lead for the USGS, advising career and political leadership on ways to further the USGS mission through targeted outreach.
  • Coordinating across the USGS (including all regions and mission areas) on national-level communications plans and their tactical implementation.
  • Coordinating with the Department of the Interior's Office of Communications and other Interior bureaus and Federal Government agencies on pro- and reactive communications strategies and tactics.
  • Managing a team of communications professionals in the production of a variety of outreach products under pressure of very short deadlines, sometimes involving opposing views and conflicting interests. Products may include news releases, media alerts, talking points, speeches, reports, briefings, and correspondence.
  • Integrating traditional media and social media, video, audio, and other forms of new media within the Office of Communications and Publishing and across USGS programs.
  • Preparing senior leaders and agency scientists for interactions with members of the media and key stakeholders, including organizing general media training, briefing them on new topics, and preparing talking points and key messages.

  • This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed.

Qualifications

For GS-15:

Applicants must have one year of appropriate specialized experience equivalent to at least the GS-14 level in the Federal service that is in or related to public affairs and that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.

Such experience would encompass leading an organization's external affairs or communications program promoting scientific, natural resources, technical, or other issues of significant complexity. Proficiencies may include providing strategic communications guidance to senior leaders to further the organization's mission and goals, leading pro- and reactive communications and outreach campaigns, managing a team of communications professionals in the production of a variety of outreach products under pressure of very short deadlines, and preparing senior leaders for interactions with media and key stakeholders.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
  • Education completed in colleges or universities outside the United States may be used to meet the above requirements.
